1. Approve enclosed:

Rules of the conclusion, change, agreement cancelation about conditions of implementation of regulated types of activity in the field of heat supply;

approximate form of the agreement on conditions of implementation of regulated types of activity in the field of heat supply;

changes which are made to acts of the Government of the Russian Federation.

2. This resolution becomes effective since September 1, 2026.

Rules of the conclusion, change, agreement cancelation about conditions of implementation of regulated types of activity in the field of heat supply

I. General provisions

1. These rules determine procedure for the conclusion, change, agreement cancelation about conditions of implementation of the regulated types of activity in the field of heat supply concluded by subjects of the Russian Federation, municipalities, and also the heatsupplying organization, the heatnetwork organization (further respectively - the regulated organizations, regulatory agreements, the parties of the regulatory agreement), including requirements to contents of regulatory agreements and the requirement for the regulated organizations, in case of compliance to which the regulated organizations have the right to sign regulatory agreements.

2. The regulatory agreement is signed on behalf of the subject of the Russian Federation by the management official of the subject of the Russian Federation, on behalf of the municipality - the head of the municipality, the head of local administration or other official of local self-government according to the charter of the municipality.

If the regulatory agreement will be performed in the territories of 2 and more municipalities, the parties of the regulatory agreement will be all municipalities in which territories execution of the regulatory agreement is provided.

3. In case of the conclusion of the regulatory agreement the approximate form of the agreement on conditions of implementation of regulated types of activity in the field of heat supply approved by the order of the Government of the Russian Federation of May 30, 2026 No. 662 "About agreements on conditions of implementation of regulated types of activity in the field of heat supply" can be used.

4. The regulatory agreement shall contain the following essential conditions:

a) the list of the actions specified in Item 10 of article 2 of the Federal law "About Heat Supply", and also sales term of such actions;

b) the list of actions for operation of objects of heat supply and (or) other property necessary for implementation of regulated types of activity in the field of heat supply, and also sales terms of such actions;

c) procedure for determination and change in price (rates) which are subject to application by the heatsupplying organization;

d) obligations of the subject of the Russian Federation and (or) the municipality on providing conditions for implementation of regulated types of activity in the field of heat supply the regulated organization, on price fixation (rates) in the field of heat supply for all effective period of the regulatory agreement and to observance of the specified prices (rates) in the field of heat supply during all effective period of the regulatory agreement;

e) responsibility of the parties of the regulatory agreement for non-execution or improper execution of obligations on the regulatory agreement, and also procedure for obligation fulfillment under the regulatory agreement the parties of the regulatory agreement in case of non-execution or improper execution of obligations of one of the parties of the regulatory agreement;

e) effective period of the regulatory agreement which cannot constitute less than 5 years and can be prolonged according to the procedure, provided by the regulatory agreement;
