"5. Employees are subject to certification after each next three years of stay on civil service, but not earlier than one year from the date of the occupation them this position.";
add with Item 5-1 of the following content:
"5-1. For carrying out certification for increase in qualification category at the initiative of employees, before the expiration of the terms specified in Item 5 of these rules they submit the application in any form addressed to person, the representative to appoint employees. Employees undergo certification ahead of schedule according to the procedure and on the conditions established by Chapter 2 of these rules.";
