About modification and amendments in the order of the Government of the Republic of Kazakhstan of August 23, 2012 No. 1080 "About approval of the state obligatory standards of formation of appropriate levels of education"

1. Bring in the order of the Government of the Republic of Kazakhstan of August 23, 2012 No. 1080 "About approval of the state obligatory standards of formation of appropriate levels of education" (SAPP of the Republic of Kazakhstan, 2012, No. 67, the Art. 958) the following changes and amendments:
1) in the state obligatory standard of preschool education and training approved by the specified resolution:

average group - from 4 to 5 years;
preschool preparation - from 5 to 6 years.";

"22. The academic load for all age levels of preschool education and training is established in the standard curriculum.";
2) in the state obligatory standard of secondary education (primary, main secondary, general secondary education) approved by the specified resolution:

"3. The state obligatory standard of secondary education determines requirements to:
1) to education content;
2) to the maximum amount of academic load of students;
3) to level of training of students.";

3) in the state obligatory standard of primary education approved by the specified resolution:

"6. In the standard terms and determinations according to the Law are applied. In addition to them the following terms and their determinations are included:
1) basic content of primary education - structure, structure and amount of content of the primary education which is subject to obligatory studying in the organizations of education irrespective of their type, type and pattern of ownership, and also training language;
2) extracurricular activities - component of complete teaching and educational process in the organization of education, one of forms of the organization of free time of the students implemented over the academic load determined by the standard curriculum;
3) educational area - the component of basic content of primary education including set of related subjects;
4) the standard curriculum - the document regulating the list of subject matters (objects) and determining amount of invariant and variable components of academic load of appropriate level of education;
5) invariant component of academic load - the compound component of the standard curriculum determining the subjects obligatory for studying by all students in the organizations of education irrespective of their type, type and pattern of ownership, and also training language;
6) variable component of academic load - compound component of the standard curriculum which is determined by the organization of education according to educational needs of students;
7) elective rate - rate at the choice of students, the component of variable component of the curriculum directed to expansion of educational training of students;
8) the expected results of training - set of the competences expressing what exactly the student will know, understand, show upon completion of training process;
9) inclusive education - the process providing equal access to education for all students taking into account special educational needs and individual opportunities;
10) estimation - process of correlation of the results of training which are really achieved by students with the expected results of training at basis of the elaborated criteria;
11) evaluation criteria - approvals which allow teachers and students to recognize whether the training objectives are achieved and form the basis for decision making according to achievements of students;
12) formativny estimation - the type of estimation which is carried out during daily work in class is the current indicator of progress of students, provides operational interrelation between the student and the teacher during training, between the pupil and the teacher and educational process allows to enhance feedback;
13) summativny estimation - type of estimation which is carried out at the end of certain educational period (quarter, trimester, academic year), and also studying of Sections according to the training program;
14) monitoring of educational process - systematic observation, diagnosing, the analysis, assessment and the forecast of condition, dynamics of changes of results and conditions of implementation of educational process in the organizations of education;
15) education values - reference points in creation of system is more whole than training which form basis for education content determination, are the leading factor in forming of the identity of the student;
16) educational activities - process of purposeful, pedagogically reasonable, consecutive interaction of subjects of education during which problems of training, development and education of the personality are solved.";
