"Article 70. General provisions of forming of budgets
1. The draft of the republican budget is created on the basis of the forecast of social and economic development of the Kyrgyz Republic, the Budget resolution of Jogorku Kenesh, the Main directions of fiscal policy and according to requirements of the Budget code of the Kyrgyz Republic.
2. The budget resolution of Jogorku Kenesh determines the main directions of budget policy for the medium-term period and priorities of the government budget which are reference point in case of project development of the republican budget.
3. The special-purpose committee of Jogorku Kenesh develops the draft of the Budget resolution in which the main directions of budget policy the forthcoming year are reflected, taking into account offers of fractions, committees and deputies of Jogorku Kenesh and submits for consideration of Jogorku Kenesh.
4. The budget resolution of Jogorku Kenesh is approved by the resolution and is accepted by the majority from number of the present deputies, but by at least than 50 voices, till April 30.
5. Special-purpose committees of Jogorku Kenesh have the right to request information from the relevant authorized state bodies on expenditure of the current budgetary funds and to send it to Audit Chamber for provision of the corresponding conclusion.
