This Law is adopted for the purpose of further strengthening of democratic basis of the government, role and value of representative bodies in implementation of social and economic, social and political transformations, and also elections in local Kengasha in full accordance with the elective legislation, declaration of will of voters and taking into account the commonly accepted principles and rules of international law.

Article 1. 2) in Article 102:

in word part three "hokimy the respective area" shall be replaced with words "hokimy areas, the city of Tashkent";
