1.1. These Provisional regulations are developed for the purpose of ensuring complete financing of expenses of the republican budget, assistance to reducing receivables and payables according to the resolution of the Cabinet of Ministers of the Republic of Uzbekistan "About enhancement of activities of Government commission for enhancement of the mechanism of calculations and to strengthening of discipline of payments in the budget" of June 10, 1999 N 298.
1.2. Operation of these Provisional regulations extends to carrying out planned costs of the republican budget on the current financing or capital investments for special schemes of target financing with subsequent use of the coming funds for repayment of shortages on payments the budget.
2.1. Sources of the means used for target payment of expenses of the budget for special schemes are the credits of the Central bank issued to the Ministry of Finance for term within calendar month.
