About introduction of amendments to the order of the Minister of investments and development of the Republic of Kazakhstan of April 30, 2015 No. 557 "About approval of standards of the state services in the field of road transport"

1. Bring in the order of the Minister of investments and development of the Republic of Kazakhstan of April 30, 2015 No. 557 "About approval of standards of the state services in the field of road transport" (registered in the Register of state registration of regulatory legal acts at No. 11476, published on November 17, 2015 in information system of law of Ad_let) the following changes:

in the Standard of the state service "Certification of the Admission to Implementation of the International Motor Transportations and Cards of the Admission" approved by the specified order:

1) to state the subitem to part two of Item 3 in the following edition:

"1) Non-commercial joint-stock company "The Government for Citizens State Corporation (Further — the State Corporation);";

state item 4 in the following edition:

"4. Term of rendering the state service:

1) from the moment of delivery of documents to the service provider, in the State corporation, and also in case of the address on the portal - 3 working days;

2) the most allowed time of expectation for delivery of documents in the State corporation - 15 minutes;

3) the most allowed time of servicing in the State corporation - 20 minutes.

In case of the appeal to the State corporation day of acceptance does not enter rendering the state service in time.

The employee of the State corporation adopts the statement of uslugopoluchatel in the presence at it complete document package according to the list, stipulated in Item 9 these Standards of the state service.

In case of representation by uslugopoluchatel not of complete document package the employee of the State corporation refuses reception of an application.";

"2) the State corporation - Monday through Saturday inclusive, according to the established working schedule from 9-00 till 20-00 o'clock without interruption for lunch, except for days off and holidays, according to the labor law of the Republic of Kazakhstan;";

"9. The list of documents necessary for rendering the state service in case of the address of uslugopoluchatel (or his representative by proxy):

1) in the State corporation:

the statement in form according to appendix to this standard of the state service;

the document confirming payment of the state fee for certification of the admission, except as specified payments through PShEP;

copies of lease agreements of vehicles (in case of lease of vehicles);

copies of the certificate on recurring inspection (inspection) of the tachograph;

2) on the portal:

the request on the portal in electronic form signed by the digital signature (further - the EDS) uslugopoluchatel;

the document confirming payment of the state fee for certification of the admission, except as specified payments through PShEP;

copies of lease agreements of vehicles (in case of lease of vehicles);

copies of the certificate on recurring inspection (inspection) of the tachograph.

In case of documents acceptance the employee of the State corporation reproduces electronic copies of documents then the uslugopoluchatel returns originals.

When rendering the state service the uslugopoluchatel represents the written consent to use of the data which are the secret protected by the law, containing in information systems if other is not provided by the laws of the Republic of Kazakhstan.

Data on identity documents, on state registration (re-registration) of the legal entity, documents of title on personal estate, the supporting document payment by uslugopoluchatel in the budget of duty amount (in case of payment through PShEP) are provided to the service provider from the corresponding state information systems through lock of "the electronic government".

Reclamation from uslugopoluchatel of documents which can be received from information systems is not allowed.

When giving by uslugopoluchatel of the documents specified in this Item:

in the State corporation - the receipt on documents acceptance with indication of number and date of acceptance of the document is issued;

through the portal - in "personal account" of uslugopoluchatel the status about acceptance of request for rendering the state service is displayed.

Issue of result of rendering the state service is performed based on the receipt on documents acceptance, in case of presentation of the document proving the identity (or his representative under the notarized power of attorney), the payment document, except as specified payments through PShEP.

The state corporation provides storage of result within one month then transfers them to the service provider for further storage. In case of the address of uslugopoluchatel after one month, at the request of the State corporation the service provider within one working day sends ready documents to the State corporation for issue to uslugopoluchatel.";

to state the name of Chapter 3 in the following edition:

"3. Procedure for appeal of decisions, actions (failure to act) of service providers and (or) his officials, the State corporation and (or) his workers concerning rendering the state services";

in Item 11:

the fourth and fifth to state parts in the following edition:

"The claim to actions (failure to act) of the employee of the State corporation is sent to the head of branch of the State corporation to the addresses and phones specified on Internet resource of the State corporation: www.con.gov.kz.

Confirmation of adoption of the claim in the State corporation which arrived as if on purpose, and mail, is its registration (stamp, the entering number and registration date are put down on the second copy of the claim or the cover letter to the claim).";

the ninth to state part in the following edition:

"The claim of uslugopoluchatel which arrived to the service provider of the Ministry or the State corporation is considered within five working days from the date of its registration.";
