2. Add with Article 19.4 of the following content:

"19.4. In case of submission of the claim the plaintive instance, according to the statement of the interested person or on own initiative plaintive instance in connection with its service duties, instantly considers question of suspension of execution of the decision on application of the appealed authority punishment and accepts with respect thereto the relevant decision.".
