About import to customs area of Ukraine and export from customs area of Ukraine of diamonds
For the purpose of accomplishment of the international requirements in the field of trade in diamonds according to the certified scheme of the Kimberley process the Cabinet of Ministers of Ukraine decides:
1. Determine that:
import to customs area of Ukraine and export from customs area of Ukraine of diamonds by codes according to UKTN foreign trade activities 7102.10, 7102.21 and 7102.31 and their customs clearance is allowed only on condition of availability of the certificate of the Kimberley process;
the customs clearance of diamonds which are imported on customs area of Ukraine, and customs clearance of diamonds which are exported out of limits of customs area of Ukraine is performed by customs authorities in Kiev regional, Vinnytsia and Boryspil customs after carrying out all necessary expert works and execution of related documents by the authorized person of the State gemological center;
movement of diamonds through customs border of Ukraine is performed at the check point for air the soobshcheniyagosudarstvenny international airport "Boryspil".
2. To the Ministry of Finance:
develop and approve form of the certificate of the Kimberley process for diamonds which are exported from customs area of Ukraine, procedure for execution of accompanying documents and issuance of diamonds in Ukraine according to the certified scheme of the Kimberley process;
provide production of forms of the certificate of the Kimberley process;
annually during designing of the Government budget of Ukraine to provide funds for implementation of actions for implementation of requirements of the certified scheme of the Kimberley process.
Provide to the state gemological center execution of certificates of the Kimberley process, and also creation and maintaining the database about diamonds which are imported on customs area of Ukraine and are exported from customs area of Ukraine.
