Regulations on quality evaluation and availability of the state services in the field of assistance of employment of the population

I. General provisions

1. This Provision is developed for the purpose of increase in efficiency of activities of executive bodies of the subjects of the Russian Federation performing powers in the field of assistance of employment of the population, and public institutions of employment service of the population (further - bodies of employment service) on provision of the state services in the field of assistance of employment of the population (further - the state services).

2. This Provision determines:

1) the list and procedure of payments of the indicators characterizing quality and availability of the state services;

2) evaluation procedure of quality and availability of the state services by subjects of the Russian Federation;

3) quality criterion and availability of the state services;

4) result of quality evaluation and availability of the state services by subjects of the Russian Federation.

3. Objects of quality evaluation and availability of the state services are the following state services:

1) assistance to citizens in search of suitable work, and to employers in matching of necessary workers;

2) the organization of professional orientation of citizens for the purpose of the choice of field of activity (profession), employment, passing of professional training and receipt of additional professional education;

3) professional training and additional professional education of jobless citizens, including training in other area (further - professional training);

4) social adaptation of jobless citizens in the labor market;

5) psychological support of jobless citizens;

6) organization of carrying out paid social jobs;

7) assistance of self-employment of jobless citizens, including rendering to the citizens recognized in accordance with the established procedure as the unemployed and to the citizens recognized in accordance with the established procedure as the unemployed, who underwent professional training or got additional professional education in the direction of bodies of employment service, one-time financial aid in case of their state registration as the legal entity, the individual entrepreneur or peasant farm, and also one-time financial aid on preparation of documents for the corresponding state registration (further - assistance of self-employment of jobless citizens);

9) assistance to jobless citizens in moving and to jobless citizens and members of their families in resettlement to other area for employment in the direction of bodies of employment service.

4. For quality evaluation and availability of the state services quantitative indices are used:

1) the "Data on provision of the state services in the field of assistance of the employment of the population" approved by the order of Rosstat of February 18, 2016 No. 71 "About approval of statistical tools for the organization by Federal Service for Labour and Employment of federal statistical observation of provision of the state services in the field of assistance of employment of the population" provided by form of federal statistical observation No. 2-T (employment) by subjects of the Russian Federation:

the number of the citizens who addressed for the purpose of search of suitable work (everything), including disabled people, youth (at the age of 16 - 29 years), graduates of the educational organizations;
