1. Transfer of balances in cash from accounts of Interregional operation management of the Federal Treasury and Federal Treasury Departments on subjects of the Russian Federation (further in case of joint mentioning - TOFK) is performed by divisions of the Bank of Russia daily into the account No. 40105810645010004901, opened for Interregional operation management of the Federal Treasury in the Bank of Russia.

2. Provisions of this Instruction are applied to cases when daily transfer by divisions of the Bank of Russia of balances in cash from accounts of TOFK opened on balance sheet accounts No. 40105 "Means of the federal budget", No. 40302 "The means going into the interim order" with distinctive sign "1" in the fourteenth category of number of personal account, No. 40401 "Pension Fund of the Russian Federation", No. 40402 "Social Insurance Fund of the Russian Federation", No. 40501 "Accounts of the organizations which are in federal property is provided by the bank account agreements signed between TOFK and the Bank of Russia on behalf of its divisions. The financial organizations", and from the account of Interregional operation management of the Federal Treasury opened on the balance sheet account No. 40403 "Federal Compulsory Health Insurance Fund".

3. Transfer of balances in cash from accounts of TOFK is made based on payment orders of the divisions of the Bank of Russia constituted in electronic form.

Divisions of the Bank of Russia make transfer of balances in cash from accounts of TOFK (except for the accounts of Interregional operation management of the Federal Treasury, Federal Treasury Department for Moscow and Federal Treasury Department for the Moscow region) with use of service of urgent transfer within 30 minutes after approach of time established by the Bank of Russia for each territorial office of the Bank of Russia. Information on time established for each territorial office of the Bank of Russia is posted on the official site of the Bank of Russia on the information and telecommunication Internet.

4.2. In case of the emergence of failure or other violations of functioning of information and telecommunication system of the Bank of Russia which resulted in lack of possibility of implementation of the transactions made based on payment orders, specified in Item 3 presents of the Instruction (further - emergency situation), divisions of the Bank of Russia do not make transfer of balances in cash from accounts of TOFK, and structural division of the Bank of Russia, authorized to inform TOFK on the fact of emergence of emergency situation (further - the authorized division of the Bank of Russia), no later than 9 hours 00 minutes local time of the working day following behind day of factual determination of emergence of emergency situation notifies on this TOFK according to the procedure approved with TOFK.

The next working day after day of elimination of emergency situation transfer of balances in cash from accounts of TOFK is performed by divisions of the Bank of Russia according to the procedure, established by this Instruction.

5. This Instruction becomes effective after 10 days after day of its official publication.
