About establishment of values of criteria for recognition of payment system significant
1. Based on parts 1 and 2 of article 22 of the Federal Law of June 27, 2011 No. 161-FZ "About national payment system" (The Russian Federation Code, 2011, No. 27, Art. 3872; 2012, No. 53, Art. 7592; 2013, No. 27, Art. 3477; No. 30, Art. 4084; No. 52, Art. 6968; 2014, No. 19, Art. 2315, Art. 2317; No. 43, Art. 5803; 2015, No. 1, Art. 8, Art. 14; 2016, No. 27, Art. 4221, Art. 4223; 2017, No. 15, Art. 2134; No. 18, of the Art. 2665) the Bank of Russia establishes the following values of criteria, in case of compliance to which the payment system is recognized systemically significant, socially important.
1.1. For recognition of payment system systemically significant value of share of the money transferred within payment system during three calendar months in a row is established in the amount of 20 percent from transfer amount of the money performed by credit institutions.
1.2. For recognition of payment system socially important the following values of criteria are established.
1.2.1. Value of share of the money transferred within payment system during three calendar months in a row is established in the amount of 40 percent from transfer amount of the money performed within payment systems and value of transfer amount of money, components more than a half of these transfers, established in the amount of no more than 100 thousand rubles.
1.2.2. Value of share of the money with use of payment cards transferred within payment system within calendar year is established in the amount of 25 percent from transfer amount of money with use of the payment cards performed within payment systems.
1.2.3. Value of share of the money without opening of the bank account transferred within payment system within calendar year is established in the amount of 25 percent from transfer amount of the money without opening of the bank account performed within payment systems.
