This Law determines the main organizational and legal basis of rendering social services to the persons which are in difficult vital circumstances and needing assistance.

Section I General provisions

Article 1. Determination of the main terms

In this Law terms are used in the following value:

social services - complex of actions for assistance to persons, separate social groups which are in difficult vital circumstances and cannot independently overcome them, for the purpose of the solution of their vital problems;

difficult vital circumstances - the circumstances caused by disability, age, the state of health, social position, vital habits and method of life as a result of which person in parts or in full has no (did not acquire or lost) capability or opportunity to care independently for private (family) life and to take part in public life);

the social worker - professionally trained professional having necessary qualification in the field of social work and rendering social services;

social servicing - the system of social measures providing assistance, support and services rendered by social services to individuals or national groups for overcoming or mitigation of vital difficulties, maintenance of their social status and full life activity;

social services - the companies, organizations and the organizations irrespective of patterns of ownership and managing, and also the citizens rendering social services to the persons which are in difficult vital circumstances and needing assistance;
