About additional measures for increase in efficiency of activities of free economic zones and small industrial zones

Note that in recent years in the country purposeful large-scale work on creation of free economic and small industrial zones, including forming of the strong regulatory framework regulating their activities, broad system of the tax, customs privileges and preferences promoting attraction in development of free economic and small industrial zones of foreign and domestic investments is carried out.

At the same time in the organization of activities of free economic zones massive faults and omissions which serve as brake of their development and effective functioning take place. The special interdepartmental commission formed by the resolution of the President of the Republic of Uzbekistan of August 7, 2017 No. PP-3175, with departure on places reveals the following:

the first, there are no accurate selection criteria of projects for placement in the territories of free economic and small industrial zones. By consideration of investment projects the quantity of newly created workplaces, availability of the potential foreign partner and the country investor, demand of the made products on internal and the foreign markets, export volume, and also production localization level are not considered;

the second, actually there was difficult bureaucratized mechanism of approval and approval of the investment projects offered for realization and placement in the territory of free economic zones which for many months delays adoption of the decision on them;

third, is not paid due attention to questions of timely creation of necessary engineering and communication and production infrastructure for free economic and small industrial zones;

the fourth, there is no detailed study of security of the offered investment projects with reliable financial sources, including at the expense of domestic and foreign credit resources, direct foreign investments. The commercial banks assigned to free economic and small industrial zones passively participate in the solution of these problems;
