2. Applications are submitted to the Ministry of Economic Development and Trade of the Russian Federation by applicants for participation in tender on selection of requests for creation of special economic zones (further - tender) the supreme executive bodies of the government of subjects of the Russian Federation together with executive bodies of municipalities (further - applicants).
3. Requests shall contain reasons for feasibility of creation of special economic zones and their efficiency for the solution of tasks of development of the processing industries of economy, high-tech industries, production of new types of products and development of transport infrastructure, and also tourism and the sanatorium sphere.
