About introduction of amendments to the Federal law "About the Federal Budget for 2017 and for Planning Period of 2018 and 2019"

Article 1

Bring in the Federal Law of December 19, 2016 No. 415-FZ "About the federal budget for 2017 and for planning period of 2018 and 2019" (The Russian Federation Code, 2016, No. 52, Art. 7464; 2017, No. 27, Art. 3954) following changes:

1) regarding 1 Article 1:

a) in paragraph one of the word "in the amount of the 92nd 190, one billion rubles" shall be replaced with words "in the amount of the 92nd 224, 0 billion rubles", the words "percent 3,8" shall be replaced with words "percent 3,2";

b) regarding 3 words" (except for the receipts connected with implementation of the blocks of shares belonging to ROSNEFTEGAZ joint-stock company) over the amount 136 055 281, of 6 thousand rubles" shall be replaced with words "in the amount up to 20 400 000, 0 thousand rubles";

c) in Item 1 of part 5 of the word "to 194 246 546, 7 thousand rubles" shall be replaced with words "to 198 402 213, 6 thousand rubles";

5) in Article 10:

a) state part 3 in the following edition:

"3. Distribution of subsidies to budgets of subjects of the Russian Federation for 2017 (except for subsidies which distribution is approved by appendix 41 to this Federal Law from reserve fund of the President of the Russian Federation and from reserve fund of the Government of the Russian Federation, subsidies which budgetary appropriations on provision are provided according to the Federal Law on introduction of amendments to this Federal Law, and also subsidies for compensation of actually performed budgets expenses of subjects of the Russian Federation) and for planning period of 2018 and 2019 (except for subsidies which distribution is approved by appendix 42 to this Federal Law, from reserve fund of the President of the Russian Federation and from reserve fund of the Government of the Russian Federation, subsidies which budgetary appropriations on provision are provided according to the Federal Law on introduction of amendments to this Federal Law, subsidies for compensation of actually performed budgets expenses of subjects of the Russian Federation, and also subsidies distributed on competitive basis) affirms the Government of the Russian Federation till February 1, 2017.";

b) part 4 after words "to this Federal Law," to add with words "other interbudget transfers which budgetary appropriations on provision are provided according to the Federal Law on introduction of amendments to this Federal Law,";

6) regarding 3rd Article 13 of the word "in the amount 2 030 966 537, thousand rubles" shall be replaced with words "in the amount 2 018 947 715, 9 thousand rubles";

7) regarding 3rd Article 14 of the word "in the amount 12, 9 billion US dollars, or 12, 2 billion euros" shall be replaced with words "in the amount 12, 3 billion US dollars, or 10, 7 billion euros";

To add Article 16 with parts 7 and 8 of the following content:

"7. The government of the Russian Federation has the right to carry out in 2017 restructuring of obligations (debt) of subjects of the Russian Federation to the Russian Federation on budget credits within remaining balance of the debt restructuring which is not extinguished for date on the budget credits granted to subjects of the Russian Federation for partial covering of deficits of budgets of subjects of the Russian Federation which repayment period comes in 2018 - 2019 and 2021 - 2022, on the following main conditions.

The debt on principal debt and the budget credit added for the actual term of use for date of debt restructuring to percent is subject to repayment during the period from 2018 to 2024 inclusive with the next repayment periods: in 2018 - 2019 in the amount of 5 percent of outstanding amount annually, in 2020 in the amount of 10 percent of outstanding amount, in 2021 - 2024 equal shares on 20 percent of outstanding amount annually - with possibility of its early repayment.

The repayment period of debt on principal debt and the budget credit added for the actual term of use for date of debt restructuring to percent is subject to prolongation in 2020 till 2029 inclusive in case of providing with the subject the Russian Federation in 2018 and 2019 of growth of the tax and non-tax income of the consolidated budget of the subject of the Russian Federation not below the actual rate of inflation. The procedure of payments of the tax and non-tax income for the specified purposes is established by the Government of the Russian Federation. In the specified case the next repayment periods of debt are established: in 2020 in the amount of 5 percent of outstanding amount, in 2021 - 2028 equal shares on 10 percent of outstanding amount annually, in 2029 in the amount of 5 percent of outstanding amount - with possibility of its early repayment.

For use of means of the federal budget the payment in the amount of 0,1 of annual interest rate, charged on remaining balance of restructured debt on principal debt and the budget credit added for the actual term of use for date of debt restructuring to percent is levied.

The obligations of the subject of the Russian Federation which are subject to inclusion in supplementary agreements to agreements on provision to budgets of subjects of the Russian Federation from the federal budget of budget credits are established by the Government of the Russian Federation taking into account the parameters of budget deficit of the subject of the Russian Federation and public debt of the subject of the Russian Federation reached at the time of carrying out restructuring.

8. Procedure for carrying out restructuring of obligations (debt) for the subjects of the Russian Federation specified in part 7 of this Article, measure of responsibility for failure to carry out by the subject of the Russian Federation of conditions of restructuring and the obligations included in supplementary agreements to agreements on provision to budgets of subjects of the Russian Federation from the federal budget of budget credits are established by the Government of the Russian Federation.";

9) in Article 17:

"8. 1) budgetary appropriations for 2017 in volume of 3 008 828, 2 thousand rubles provided on subsection "Security service" of the Section "Homeland Security and Law-enforcement Activities" of classification of budgets expenses on the expenses of Federal Guard Service of the Russian Federation connected with implementation of budget investments in objects of state-owned property of the Russian Federation according to orders of the President of the Russian Federation and the Government of the Russian Federation in case and within receipt of the income of the federal budget from realization of the released immovable military and other property which is in operational management of Federal Guard Service of the Russian Federation and from realization in accordance with the established procedure the parcels of land provided to Federal Guard Service of the Russian Federation in permanent (termless) use;";

The government of the Russian Federation of the federal budget having the right in course of execution in 2017 to provide to the budget of the Pension Fund of the Russian Federation interbudget transfer on mandatory pension insurance within the means providing the current payments of insurance pension and advancing of pensions for January, 2018.";
