About introduction of amendments to articles 10.4 and 15.3 of the Federal law "About Information, Information Technologies and on Information Security" and article 6 of the Law of the Russian Federation "About mass media"

Article 1

Bring in the Federal Law of July 27, 2006 No. 149-FZ "About information, information technologies and on information security" (The Russian Federation Code, 2006, No. 31, Art. 3448; 2013, No. 52, Art. 6963; 2016, No. 26, Art. 3877; 2017, No. 18, Art. 2664) following changes:

1) part 2 of Article 10.4 after the word of "fragments" to add with the words "posted on the official site of state body in Internet network or";

2) in Article 15.3:

a) state part 1 in the following edition:

"1. In case of detection in information and telecommunication networks, including in Internet network, information containing appeals to mass riots, implementation of extremist activities, participation in the mass (public) events held with violation of established procedure, information materials of foreign or international non-governmental organization which activities are acknowledged undesirable in the territory of the Russian Federation according to the Federal Law of December 28, 2012 No. 272-FZ "About corrective actions on persons involved in violations of fundamental human rights and freedoms, rights and freedoms of citizens of the Russian Federation", of the data allowing to get access to the specified information or materials (further - information distributed with violation of the law), including case of receipt of the notification on information distributed with violation of the law from federal bodies of the government, public authorities of subjects of the Russian Federation, local government bodies, the organizations or citizens, the Prosecutor General of the Russian Federation or his deputies address in the federal executive body performing functions on control and supervision in the field of mass media, mass communications, information technologies and communication with the requirement about taking measures to restriction of access to the information resources distributing such information.";

b) in part 2:

in Item 1 of the word "or to the information placed on it and containing appeals to mass riots, implementation of extremist activities, participation in the mass (public) events held with violation of established procedure" shall be replaced with words "on which information distributed with violation of the law is placed";

in Item 2 of the word "information containing appeals to mass riots, implementation of extremist activities, participation in the mass (public) events held with violation of established procedure" shall be replaced with words "information distributed with violation of the law";

in Item 3 of the word "information containing appeals to mass riots, implementation of extremist activities, participation in the mass (public) events held with violation of established procedure" shall be replaced with words "information distributed with violation of the law";

c) regarding 3 words "or to the information placed on it and containing appeals to mass riots, implementation of extremist activities, participation in the mass (public) events held with violation of established procedure" shall be replaced with words "on which information distributed with violation of the law is placed";

d) regarding 4 words "information containing appeals to mass riots, implementation of extremist activities, participation in the mass (public) events held with violation of established procedure" shall be replaced with words "information distributed with violation of the law";

e) in part 5 of the word "information containing appeals to mass riots, implementation of extremist activities, participation in the mass (public) events held with violation of established procedure" shall be replaced with words "information distributed with violation of the law".

Article 2

Article 6 of the Law of the Russian Federation of December 27, 1991 No. 2124-1 "About mass media" (Sheets of the Congress of People's Deputies of the Russian Federation and the Supreme Council of the Russian Federation, 1992, No. 7, the Art. 300) to add with parts three and the fourth the following content:

"The legal entity registered in foreign state, or the foreign structure without formation of legal entity distributing the printing, audio-, audiovisual and other messages and materials (foreign mass media) intended for the unrestricted group of people can be acknowledged as the foreign mass media performing functions of the foreign agent irrespective of their form of business if they receive money and (or) other property from foreign states, their state bodies, the international and foreign organizations, foreign citizens, stateless persons or persons authorized by them and (or) from the Russian legal entities receiving money and (or) other property from the specified sources. According to the procedure, established by authorized federal executive body, provisions of the Federal Law of January 12, 1996 No. 7-FZ "About non-profit organizations", regulating legal status of the non-profit organization performing functions of the foreign agent, except for special provisions which are applied only to the organizations created in the form of non-profit organization can be applied to foreign mass media.

The foreign mass media performing functions of the foreign agent perform the rights and duties provided by the Federal Law of January 12, 1996 No. 7-FZ "About non-profit organizations" for the non-profit organizations performing functions of the foreign agent.".

Article 3

This Federal Law becomes effective from the date of its official publication.
