About introduction of amendments to the Federal law "About Election of the President of the Russian Federation"

Article 1

Bring in the Federal Law of January 10, 2003 No. 19-FZ "About election of the president of the Russian Federation" (The Russian Federation Code, 2003, No. 2, Art. 171; 2005, No. 30, Art. 3104; 2006, No. 29, Art. 3124; No. 31, Art. 3427; 2007, No. 18, Art. 2118; 2009, No. 29, Art. 3633; 2010, No. 41, Art. 5192; 2011, No. 25, Art. 3536; No. 29, Art. 4291; No. 30, Art. 4607; No. 31, Art. 4702; 2013, No. 19, Art. 2329; 2014, No. 8, Art. 739; 2017, No. 23, Art. 3226) following changes:

1) in Article 23:

a) state Item 8 in the following edition:

"8. Observers each registered candidate has the right to designate or his authorized representative, each political party which proposed the registered candidate, and also the subjects of public control specified in Items 1 and 2 of part 1 of article 9 of the Federal Law of July 21, 2014 to No. 212-FZ "About bases of public control in the Russian Federation" (further - subjects of public control). At the same time the subjects of public control specified in Item 2 of part 1 of article 9 of the Federal Law of July 21, 2014 to No. 212-FZ "About bases of public control in the Russian Federation" appoint observers in the electoral commissions located in the territory of appropriate subject of the Russian Federation. The citizen of the Russian Federation having active voting rights can be the observer. Establishment of others, except specified in this Federal Law, the restrictions concerning presence of observers in the electoral commission, the room for vote, observation of carrying out vote, counting of votes, creation of protocols on vote results, and also concerning issue of copies of these protocols is not allowed.";

2) in Article 26:

Additional payment of work (remuneration) of employees of Federal Informatization Center under the Russian CEC is made by Russian Central Election Commission within the means allocated from the federal budget for preparation and elections of the President of the Russian Federation, according to the procedure and the sizes which are established by Russian Central Election Commission.";

Article 74 to add 7) with Item 18 of the following content:

"18. In premises of territorial election commissions in case of establishment of results of vote by them means of video surveillance and broadcast of the image according to Item 14 of article 66 of this Federal Law can be applied.".

Article 2

This Federal Law becomes effective from the date of its official publication.
