Article 1

1) in Article 36.1:

a) to add the name after the word "qualities" with the word of "conditions";

b) in word part one of "quality of rendering services by the organizations of culture" shall be replaced with words "qualities of conditions of rendering services by the organizations of culture", shall be replaced with words the words "about quality of rendering services by the organizations of culture" "about quality of conditions of rendering services by the organizations of culture";

c) the second to state part in the following edition:

"The independent quality evaluation of conditions of rendering services by the organizations of culture provides assessment of conditions of rendering services in such general criterions as openness and availability of information on the organization of culture; comfort of conditions of provision of services; goodwill, politeness of employees of the organizations of culture; satisfaction with conditions of rendering services, and also availability of services to disabled people. The public chamber of the Russian Federation according to the address of the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of culture (further - authorized federal executive body) not later than in a month from the date of receipt of the specified address creates of number of representatives of the all-Russian public organizations created for the purpose of protection of the rights and interests of citizens, the all-Russian public associations of disabled people public council on carrying out independent quality evaluation of conditions of rendering services by the organizations of culture which founder is the Russian Federation, and also the non-state organizations of culture which render services in the field of culture at the expense of means of the federal budget, and approves its structure. The public chamber of the Russian Federation informs authorized federal executive body on structure of the public council created under this body for carrying out independent quality evaluation of conditions of rendering services by the organizations of culture. The list of the organizations of culture concerning which the independent quality evaluation of conditions of rendering services by them is not carried out affirms authorized federal executive body with preliminary discussion on the specified public council;

Public chambers of subjects of the Russian Federation inform public authorities of subjects of the Russian Federation on structure of the public councils created under these bodies for carrying out independent quality evaluation of conditions of rendering services by the organizations of culture;

public chambers (councils) of municipalities on the appeal of local government bodies of municipal districts and city districts have the right to create of number of representatives of the public organizations created for the purpose of protection of the rights and interests of citizens, public associations of disabled people public councils on carrying out independent quality evaluation of conditions of rendering services by the municipal organizations of culture, other organizations located in the territories of the respective municipalities and rendering services in the field of culture within budgetary appropriations of budgets of municipalities and to approve their structure. Public chambers (councils) of municipalities inform local government bodies on structure of the public councils created under these bodies for carrying out independent quality evaluation of conditions of rendering services by the organizations of culture.";
