About modification and amendments in some legal acts

The Parliament adopts this organic law.

Ct.I. – In the Law on highways No. 509/1995 (repeated publication: The official monitor of the Republic of Moldova, 2012, No. 280, of the Art. 878), with subsequent changes and amendments to make the following changes and additions:

1. In Article 1:

part (to state 1) in the following edition:

"(1) This law establishes the economic, legal and organizational principles of administration, content, development and use of highways.";

add Article with parts (1-1) and (1-2) following contents:

"(1-1) Purposes of this law are:

a) establishment of the main regulatory base concerning functioning of highways and their use, concerning acquisition and use of the parcels of land adjacent to highways, in respect of management, approval and control of activities in the field of road economy, including concerning respect for interests of users of highways, owners of highways and the state;

b) increase in efficiency of the state administration of activities in the field of road economy;

c) improvement of the investment climate in the field of road economy and the related activities;

d) ensuring integration of national highways into the international transportation network.

"(1-2) V this law are used the following basic concepts:

highways – the land means of communication which are specially equipped for movement of vehicles and pedestrians;

administration of highways – activities which purpose is designing, construction, upgrade, rehabilitation, repair and content of highways, and also management of them;

management of highways – activities, component of administration of highways which object is creation and updating of bank of specifications of highways, the inventory of highways; operation and development of system of optimized administration, management of traffic; implementation of inspections and examinations of highways public by means of tool measurements and survey of condition; the concessions, lease and employment connected with highways public; ensuring integrity of property of highways;
