attract as consultants within accomplishment of the tasks of highly qualified specialists of state bodies and other organizations, the leading design institutes, scientific educational institutions, and also the international organizations, the foreign companies and specialists assigned to the Ministry;
employ highly qualified foreign specialists, and also establish to them the sizes of the salary and other payments by fund.
3. Determine that:
The ministry is the state body performing the single state policy in the field of innovative and scientific and technical development of the Republic of Uzbekistan aimed at all-round development of public and state life, increase in intellectual and technological potential of the country;
The ministry submits to the Cabinet of Ministers of the Republic of Uzbekistan, and on the single questions of activities provided by acts of the legislation - directly to the President of the Republic of Uzbekistan;
The ministry is legal successor by the rights and obligations of the Agency on science and technologies of the Republic of Uzbekistan;
