About the Doctrine of homeland food security of the Republic of Belarus till 2030

(as amended of the Resolution of Council of Ministers of the Republic of Belarus of 24.01.2025 No. 40)

 Based on part two of article 35 of the Law of the Republic of Belarus of July 23, 2008 No. 424-Z "About Council of Ministers of the Republic of Belarus" and for the purpose of realization of state policy in the field of ensuring the homeland food security directed to increase in security with high-quality food and its availability to good nutrition and healthy lifestyle of the population by development of competitive agrarian production and creation of social and economic conditions for consumption of food at the rational level, the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve the Doctrine of homeland food security of the Republic of Belarus till 2030 it (is applied).

2. To provide to national academy of Sciences of Belarus monitoring of homeland food security and annually till July 1 to inform Council of Ministers of the Republic of Belarus on its results.

3. Declare invalid the resolution of Council of Ministers of the Republic of Belarus of March 10, 2004 No. 252 "About the Concept of homeland food security of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2004, No. 42, 5/13930).

The doctrine of homeland food security of the Republic of Belarus till 2030

Introduction

This Doktrina determines the strategy of steady providing the population with food till 2030 for good nutrition and healthy lifestyle by development of competitive agrarian production, and also creation of social and economic conditions for maintenance of consumption of main products of food at the rational level.

Now Belarus reaches solutions of tasks of food security new level. It is required to provide high quality of food for the population, demand of the Belarusian products in the foreign markets, integration into the world food market. Basis of the operating system of ensuring food security was the Concept of homeland food security of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of March 10, 2004 No. 252 so far. Its basic provisions and criteria are substantially realized, and approaches and mechanisms require enhancement taking into account new conditions, the purposes and tasks.

The problem of food security in the Republic of Belarus in the quantitative plan is solved that was provided during implementation of the State program of revival and development of the village for 2005-2010 approved by the Presidential decree of the Republic of Belarus of March 25, 2005 No. 150, and also the State program of sustainable development of the village for 2011-2015 approved by the Presidential decree of the Republic of Belarus of August 1, 2011 No. 342. Now the country completely provides the needs for food, however allows up to 15 percent of import products on the national market. Export of agrofood products is increased.

At the same time in the food sphere number of unresolved tasks, including increase in production efficiency and decrease in product cost, efficiency of export and competition in the foreign market, creation of the integrated companies, building of steady agrofood system within the Eurasian Economic Union remains (further – EEU).

Besides, the Republic of Belarus as the subject of world food system, providing achievement of national priorities in the field of social and economic availability to the population of enough safe and nutritious food, shall consider global tendencies of food security and food.

Now the population of Belarus in a quantitative sense reaches consumption regulations practically on all food, however the diet remains unbalanced on quality. Transition to the new level of development to safe high-quality food of all social groups, forming of premises to which in the form of criteria and standard rates of food supply is the integral task of this Doctrine, is necessary.

Chapter 1. General provisions

Set of evidence-based provisions, purposes and tasks of long-term state policy in the field of providing and strengthening of food security, and also mechanisms and measures for their practical realization is fixed by this Doktrina.

Food security is the most important component of homeland security and necessary sales term of strategic national priority – providing high vital standards of the population and conditions for harmonious development of the personality.

In this Doctrine basic provisions of the State program of development of agrarian business in the Republic of Belarus for 2016-2020 approved by the resolution of Council of Ministers of the Republic of Belarus of March 11, 2016 No. 196, of the Concept of state policy in the field of healthy food of the population of the Republic of Belarus for the period till 2020, approved by the Deputy prime minister of the Republic of Belarus, and also the recommendation of the Food and Agriculture Organization of the United Nations about limiting share of import and to the inventory level of food resources, the basic concepts (categories) used in the field of food security are considered.

This Doktrina is based on the achieved results in the agrarian sphere and new conditions of ensuring national food independence, and also considers role of the Republic of Belarus in ensuring collective food security of state members of EEU, basic provisions of the Agreement on the Eurasian Economic Union of May 29, 2014 and the Concept of the approved (coordinated) agro-industrial policy of state members of the Customs union and the Common economic space.

Food security is considered the permanent physical, social and economic availability of enough the safe and nutritious food allowing to satisfy their food requirements and flavoring preferences for maintaining active and healthy lifestyle reached in the presence for all people.

Food security – state of the economy in case of which irrespective of influence of environment of the world markets and other external factors in all territory availability to food in the quantity necessary for active, healthy life is guaranteed to inhabitants and also social and economic conditions for maintenance of consumption of main products of food at the rational level are created.
