Article 1. Regulation subject

This Federal Law establishes legal operating conditions of extra street transport and basis of the organization of transport servicing of the population extra street transport in the Russian Federation.

Article 2. Legal basis of functioning of extra street transport

Legal regulation of functioning of extra street transport is based on the Constitution of the Russian Federation and consists of this Federal Law, other regulatory legal acts of the Russian Federation and regulatory legal acts of the subjects of the Russian Federation adopted according to this Federal Law.

Article 3. The basic concepts used in this Federal Law

1. For the purpose of this Federal Law the following basic concepts are used:

1) extra street transport - the technological complex including railway vehicles of extra street transport and infrastructure facilities of extra street transport and providing transportation of passengers and transportation of hand luggage according to transportation agreements of passengers;

2) the schedule (schedule) of transport servicing - the document establishing time and (or) intervals of arrival of railway vehicles of extra street transport for stations of extra street transport and (or) departure of railway vehicles of extra street transport from stations of extra street transport;

3) the line of extra street transport - the set of infrastructure facilities of extra street transport which is used for transportations of passengers and transportation of hand luggage along the established route of regular transportations without change;

4) route of regular transportations - the transit of railway vehicles of extra street transport between stations of origin and appointments intended for transportations of passengers and transportation of hand luggage according to the schedule (schedule) of transport servicing;

5) intermunicipal route - the route of regular transportations passing at least two municipal districts of one subject of the Russian Federation in borders or in borders at least two city districts of one subject of the Russian Federation, or in borders at least one municipal the district and at least one city district of one subject of the Russian Federation;

6) interregional route - the route of regular transportations passing at least two subjects of the Russian Federation in borders;

7) the subway - type of extra street transport which movement of railway vehicles is performed on electrodraft on two rails;

8) monorail transport - type of extra street transport which movement of railway vehicles is performed on electrodraft on the tradable beam located on platform;

9) municipal route - the route of regular transportations passing in borders of the residential location, city district including with intracity division, the municipal district, and also the route of regular transportations passing in borders of the subject of the Russian Federation - the federal city of Moscow, St. Petersburg or Sevastopol;

10) infrastructure facilities of extra street transport - way of extra street transport, the station, interexchange transitions for passengers, electrodepot, devices of utility power systems, alarm systems, traffic control, communication networks, other devices, buildings and constructions, including the tunnels and air shafts intended for accomplishment of the production processes connected with operation of extra street transport, temporary stay of people, movements of people and loads in railway vehicles of extra street transport, use as objects of civil defense, and also the machine, processing equipment, systems of machines and (or) the equipment, aggregates, the equipment, mechanisms used in case of operation of extra street transport;

11) the passenger - the physical person which signed the transportation agreement of the passenger with carrier;

12) carrier - the legal entity or the individual entrepreneur who assumed obligation according to the transportation agreement of the passenger to transport the passenger and to take hand luggage extra street transport;

13) the suspended ropeway transport - type of extra street transport which railway vehicles move, including above the ground on the bearing rope, traction ropes or by means of is not real - traction, which are supported by support;

14) railway vehicles of extra street transport - the device (the car, cabin, except chairs and towing devices (ski lifts) or set of such devices intended for transportations of passengers and transportation of hand luggage, and also for transportation of goods, the equipment, workers of extra street transport for the purpose of ensuring functioning of infrastructure facilities of extra street transport;

15) the travel document - the ticket, the receipt for transportation of hand luggage or the cash register receipt with the obligatory details of the travel document specified on it, including information recorded with the electronic medium, or the counter confirming the passenger's right to transportation and the transportation of hand luggage which is subject to payment according to instructions for use by extra street transport;

16) the check point - Item of pass of the passenger via the automatic or other device providing check of payment confirmation by the passenger of transportation and transportation of hand luggage over the established regulations;

17) ways of extra street transport - technical constructions which are intended for movement on them railway vehicles of extra street transport and have no crossings flush with highways, railway tracks public, railway tracks of uncommon use, tram ways, bicycle and walking paths;
