Article 1

Bring in article 20 of the Federal Law of November 8, 2007 No. 257-FZ "About highways and about road activities in the Russian Federation and about modification of separate legal acts of the Russian Federation" (The Russian Federation Code, 2007, No. 46, Art. 5553; 2009, No. 29, Art. 3582; 2011, No. 30, Art. 4591) following changes:

To add 1) with part 5.2 following of content:

"5.2. Consent in writing the owner of the highway specified in parts 1, 4 and 5 these Articles or motivated refusal in its provision is issued by the owner of the highway in time no more than thirty calendar days from the date of receipt of the statement for provision of such consent.";

To add 2) with part 5.3 following of content:

"5.3. Procedure for issue of consent specified in parts 1 and 4 of this Article in writing of the owner of the highway and the list of the documents necessary for its issue, are established:

1) the federal executive body performing functions on development of state policy and normative legal regulation in the field of road economy - concerning highways of federal importance;

2) executive bodies of subjects of the Russian Federation - concerning highways of regional and intermunicipal value;

3) local government bodies - concerning highways of local value.".
