About approval of Licensed conditions of implementation of economic activity on carrying out disinfection, disinsection, deratization works (on objects of veterinary control)

According to article 8 of the Law of Ukraine "About licensing of certain types of economic activity" and in pursuance of the resolution of the Cabinet of Ministers of Ukraine of November 14, 2000 N1698 "About Approval of the List of Bodies of Licensing"

WE ORDER:

1. Approve Licensed conditions of implementation of economic activity on carrying out disinfection, disinsection, deratization works (on objects of veterinary control) (further Licensed conditions) which are applied.

2. To management of licensing of Head department of registration and licensing Gospredprinimatelstva of Ukraine (Ivanchenko O. B.), to Management of the organization of veterinary case and prevention of noncontagious diseases of animals of State department of veterinary medicine of Minagropolitiki of Ukraine (Malokhatko I. F.) in accordance with the established procedure to provide provision of Licensed conditions on state registration in the Ministry of Justice of Ukraine.

3. To provide to State department of veterinary medicine the publication of Licensed conditions in mass media.

4. To impose control of execution of the order on the vice-chairman Gospredprinimatelstva of Ukraine Tretyakov S. I. and first deputy chairman of State department of veterinary medicine Minagropolitiki of Ukraine Gorzheev V. M.

Licensed conditions of implementation of economic activity on carrying out disinfection, disinsection, deratization works (on objects of veterinary control)

1. General provisions

1.1. These Licensed conditions "Some questions of State department of veterinary medicine" are developed according to the Laws of Ukraine "About veterinary medicine", "About consumer protection", "About protection of the population against infectious diseases", "About pesticides and agrochemicals", "About licensing of certain types of economic activity", the resolution of the Cabinet of Ministers of Ukraine of June 8, 2001 N 641.

1.2. Action of these Conditions extends to all subjects of housekeeping registered in the procedure established by the legislation as legal entities irrespective of their form of business and patterns of ownership and conducting the economic activity connected with carrying out disinfection, disinsection, deratization works and also on physical the litssubjekt of business activity performing activities in the specified sphere.

1.3. According to the current legislation economic activity on carrying out disinfection, disinsection, deratization works on objects of veterinary control is subject to licensing.

1.4. The terms determined in these Conditions are used in such value:

disinfection works are complex of veterinary and sanitary actions which are carried out for the purpose of destruction of causative agents of infectious diseases on the way of transfer from infection source to healthy organism;

disinsection works are complex of the veterinary and sanitary actions including works on destruction and protection against attack of harmful insects;

deratization works are complex of the veterinary and sanitary actions including works on destruction and protection against rodents (including carriers and distributors of infectious diseases of the person and animals);

carrying out disinfection, disinsection, deratization works includes: application, storage, transportation, packing and packaging of means of disinfection, disinsection, deratization and preparation of working solutions and baits of these means.

1.5. Licensing of implementation of economic activity on carrying out disinfection, disinsection, deratization works is carried out by State department of veterinary medicine.

The State department of veterinary medicine according to article 6 of the Law of Ukraine "About licensing of certain types of economic activity" delegates the powers provided by this Article, to the structural territorial subdivisions: To republican management of veterinary medicine of the Autonomous Republic of Crimea, managements of the state veterinary medicine of the regional, Kiev and Sevastopol city public administrations.

2. General organizational requirements of implementation of economic activity on carrying out disinfection, disinsection, deratization works

2.1. The subject of housekeeping when carrying out disinfection, disinsection, deratization works shall observe in the part regulating these activities, such requirements:

legal acts of Ukraine:

"About veterinary medicine";

"About consumer protection";

"About protection of the population against infectious diseases";

"About licensing of certain types of economic activity";

Labor code of Ukraine;

resolutions of the Cabinet of Ministers of Ukraine: of June 8, 2001 N641 "Some Questions of State Department of Veterinary Medicine".

2.2. Carrying out disinfection, disinsection, deratization works is performed by subjects of housekeeping based on the license in the presence:

the corresponding material and technical resources answering to sanitary and hygienic regulations concerning work on disinfection, disinsection, deratization and labor protection;

normative and technical, instructive-methodological, and in case of requirement of technological documentation.

2.3. For carrying out disinfection, disinsection, deratization works only those disinfection, disinsection, deratization means which are registered and allowed for use in Ukraine, and also on which there is quality certificate issued by the producer are allowed.

Application of disinfection, disinsection and deratization means with overdue expiration date is forbidden.

2.4. Production of working solutions and baits of disinsection and deratization means is performed according to the normative and technical documents establishing requirements to disinsection and deratization works. Production of working solutions of disinfectants is performed according to requirements of instructive-methodological documents.

3. Special requirements of implementation of economic activity for carrying out disinfection, disinsection, deratization works

3.1. General special requirements when carrying out disinfection, disinsection, deratization works

3.1.1. The production rooms intended for production of working solutions and baits, disinfection, disinsection, deratization means shall answer sanitary and hygienic regulations.

3.1.2. Laboratory devices, the equipment and the equipment shall have technical data sheets and be subject to timely maintenance and certification, means measuring tekhnikisvoyevremenny checking.

3.1.3. The production personnel performing works on disinfection, disinsection and deratization are provided with individual protection equipment (overalls, special footwear, goggles, rubber gloves, gas masks, respirators, protective ointments and pastes) according to the established regulations and certain terms.

3.1.4. In rooms for production and storage of working solutions and baits of disinfection, disinsection, deratization means there shall not be strangers and be used as checkpoints for personnel which in them do not work.

3.1.5. Rooms for rest and meal shall be separated other rooms. Toilets shall not unite with production and storage facilities directly.

3.1.6. The subject of housekeeping performing disinfection, disinsection, deratization works shall have the room for storage of disinfectants.

3.1.7. Loose disinfectants are stored in the enclosed space in container of the producer.

3.1.8. Reservoirs for storage of disinfectants and the liquefied gases shall exceed transport container on amount. Filling of reservoirs for storage of liquid disinfectants and the liquefied gases is carried out by the methods making impossible receipt in air of hazardous substances or contact of personnel skin with them.

Reservoirs for storage of liquid means shall be equipped with level gages or other similar devices.

3.1.9. The room for storage of disinfection, disinsection, deratization means needs to be provided with thermometers and hygrometers.

3.1.10. Rooms for storage of flammable and flammable substances shall be built from fire-resistant materials, are protected from light, direct sunshine, atmospheric precipitation and ground waters, isolated from other store buildings and from premises, to have the fire and security alarm system.

3.1.11. In the absence of certain rooms for storage of flammable substances their storage in general fire-resistant structures, and also in the buildings divided into sections for storage of substances is allowed, in case of obligatory isolation from the neighboring rooms by the fire-resistant walls meeting the requirements of fire safety. Such rooms shall have ventilation.

Flammable substances should be stored away from sources of naked flame and heat.

3.1.12. The subject of housekeeping provides control of emissions in atmospheric air of the hazardous substances which are part of the disinsection and deratization means containing remaining balance of components of disinfectants according to requirements of the State Health Regulations (SHR) 201-97.

Protection of the soil against pollution by the household and industrial wastes containing remaining balance of components of disinfection, disinsection, deratization means perform according to requirements of Health regulations and regulations (SanPiN) 42-128-4690-88.

3.2. Requirements to carrying out disinfection works

3.2.1. Disinfection works shall be carried out by one of such methods:

irrigation by working solution of disinfectant of surfaces of rooms, the equipment, furniture, vehicles and so forth by means of the hydropanel and other disinfection equipment;

drawing aerosol of disinfectant on the surface of rooms, the equipment, furniture, vehicles and so forth by means of the sprayer providing mainly small-drop spraying of working solution of disinfectants;

disinfecting of hermetic rooms (boxing, special vehicles and so forth) aerosols of disinfectants by volume method;

processing by vapor-air mixture, vapor, paroformalinovy mix, hot air in disinfection cameras of clothes, footwear and so forth.

The choice of method of disinfection is determined by features of specific subject to disinfection and the relevant instructive-methodological documents.

3.2.2. Working solutions of disinfectants prepare in specially allocated marked container from corrosion-resistant materials by intensive hashing with water. For preparation of solutions of alkaline disinfectants (the calcinated soda, the caustic soda and so forth) it is forbidden to use the container made of aluminum for preparation of solutions of peroxide of hydrogen - the container made of the low-alloyed steel, copper, brass.

For preparation of working solutions of disinfectants and washing of subjects to disinfection it is necessary to use the water meeting the requirements of GOST 2874. The made working solutions of disinfectants are stored in the container which is densely closed by cover.

3.2.3. It is allowed to prepare working solutions of disinfectants directly in the technological reservoirs and reservoirs intended for circulation of solutions taking into account corrosion firmness of the materials used on their production.

3.2.4. Working solutions of alkaline and acid disinfectants are prepared from the concentrated solutions or dry powders with observance of the following rules.

Barrels with dry caustic soda open by means of special knife. Large parts of the caustic soda split in the specially allotted place, previously having covered with their dense fabric (belting). Parts of solid alkali take by means of nippers.

The concentrated solutions of alkalis and acids bring in reservoirs after filling with their water. Acids and alkalis pour in reservoir by means of siphon or special watering can which prevent their spraying. Concentrated acids and alkalis are allowed to be poured only in net buckets from stainless steel or enameled in the quantity which is not exceeding 70% of reservoir of bucket. Buckets are densely closed by covers.

The corresponding correctives (solution of soda, ammonia or boric acid) are stored in the places intended for performance of works with concentrated acids and alkalis.

Cleaning of diffuse acids and alkalis is carried out in gas mask with box "In".

3.2.5. Disinfection of objects is carried out with observance of the modes regulated by normative and technical and instructive-methodological documents.

3.3. Requirements to carrying out disinsection works

3.3.1. Disinsection works shall be carried out by one of such methods:

irrigation by working solutions of disinsection means of surfaces of rooms, equipment, installations, furniture, vehicles and so forth;

drawing aerosols of insecticides on surfaces, saturation by aerosols of insecticides or repellents of objects of rooms and vehicles;

fumigation by aerosols, smoke, fogs of insecticides of hermetic rooms and vehicles;

application of working forms of insecticidal baits locally in places of accumulation, the shelter and movement of arthropods;

repellents in the form of losyon, shampoos, dust, ointments, creams and so forth;

processing by vapor-air mixture, vapor, dry hot air in disinfection cameras of clothes, footwear and so forth.

The choice of method of disinsection is determined by features of specific subject to disinsection and the relevant instructive-methodological documents.

3.3.2. Preparation of baits of disinsection means is performed under condition:

the specifications and technical documentation availability on preparation of baits of disinsection means developed according to sanitary standards and rules;

material and technical resources availability for preparation of baits of disinsection means.

3.4. Requirements to carrying out deratization works

3.4.1. Deratization works shall be carried out by one of such methods:

decomposition of the food poisoned baits in places of concentration and movement of rodents in rooms (communications) and open stations;

pollination of entrances to holes and ways of movement of rodents working solutions of deratization means;

application of mechanical means of catch (traps, glue coverings and so forth);

application of sticky poisonous covering in places of movement of rodents and entrances to holes;

aeration of the isolated storage facilities and vehicles;

supply of gaseous toxic agents (aeration) or powdery rodenticides (pollination) in holes of rodents, in the centers of infectious diseases of animals by means of the special equipment;

use of the ultrasonic equipment for the purpose of scaring away of rodents.

3.4.2. Deratization works with the purpose of deratization of specific objects should be performed according to requirements of instructive-methodological documents.

3.4.3. Preparation of baits of deratization means is performed under condition:

the specifications and technical documentation availability on preparation of baits of deratization means developed according to sanitary standards and rules;

material and technical resources availability for preparation of baits of deratization means.

4. Qualification and other requirements to the workers who are carrying out disinfection, disinsection, deratization works

4.1. The subject of housekeeping who is carrying out disinfection, disinsection, deratization works shall have at least than two regular specialists who are engaged in the organization of works on disinfection, disinsection, deratization, have the corresponding vocational education and meet single qualification requirements.

Specified persons shall have the diploma of the state sample about the higher or secondary vocational veterinary education.

4.2. The workers of subjects of housekeeping who are directly performing disinfection, disinsection, deratization works shall perform productive activity according to the existing safety regulations, personal hygiene and production sanitation, to the regulated normative and technical and instructive-methodological documents.

4.3. The subject of housekeeping shall have approved job descriptions for specialists whose activities are directly connected with implementation of disinfection, disinsection, deratization works in which the main functions, professional knowledge, competence and other requirements to workers are stated.
