About additional measures for increase in financial independence of public authorities on places, to strengthening of responsibility of tax and financial bodies for completeness of receipts in local budgets

For the purpose of ensuring steady financing of complex development of the territories on the basis of cardinal strengthening of profitable base and decentralization of local budgets, further enhancement of the interbudget relations, strengthening of financial independence of public authorities on places and increases in their responsibility for realization of specific purposeful measures for expansion of the tax potential due to assistance to development of small business and private entrepreneurship, creation of new workplaces and employment of the population, the accelerated development of engineering and communication, road and transport and social infrastructure:

1. Determine priority tasks of tax and budget policy at the level of local budgets:

the first, cardinal strengthening of profitable base of local budgets by fixing to them of specific types of tax and other obligatory payments;

the second, liquidation of subventsionnost of regional, city and district budgets, consecutive reducing their dependence on assignments from higher budgets, increase on this basis of independence and responsibility of public authorities on places for the solution of questions of social and economic development of regions;

third, identification on system basis of additional reserves for increase in the income of local budgets;

the fourth, ensuring transparency of forming and control of execution of local budgets with broad attraction of deputy and public control;

the fifth, strengthening of responsibility of regional authorities, financial and tax authorities for strengthening of profitable base and timely, target financing of the approved parameters of expenses of local budgets, ensuring further development and content up to standard objects of the social sphere and infrastructure.

2. Establish procedure according to which at the sessions of the Jokargi Kenes of the Republic of Karakalpakstan, Kengashy People's Deputies of areas, the city of Tashkent and areas (cities) of the republic:
