1.1. In Item 1.7:

in paragraph three of the word "the territorial office of the Bank of Russia, structural division as a part of territorial office of the Bank of Russia performing" shall be replaced with words "the division of the Bank of Russia performing";

in paragraph five of the word "conducting checks" shall be replaced with words "when conducting checks";

add with the paragraph of the following content:

"Information on authorized institution of the Bank of Russia is published on the website of the Bank of Russia.".

1.2. In paragraph one of Item 1.12 of the word "in authorized institution of the Bank of Russia" shall be replaced with words "in the division of the Bank of Russia performing collection and processing of the reporting represented by credit institutions to the Bank of Russia".

1.3. In paragraph one of Item 2.1 of the word "Provision of the Bank of Russia of July 16, 2012 No. 385-P "About rules of conducting financial accounting in the credit institutions located in the territory of the Russian Federation" the registered Ministry of Justice of the Russian Federation on September 3, 2012 No. 25350, on October 15, 2012 No. 25670, on October 15, 2013 No. 30198, on December 9, 2013 No. 30568, on December 23, 2013 No. 30721, on December 27, 2013 No. 30883, on August 7, 2014 No. 33470, on September 2, 2014 No. 33940, on January 28, 2015 No. 35764, on February 9, 2015 No. 35936, on April 1, 2015 No. 36678, on April 28, 2015 No. 37042, on June 17, 2015 No. 37684, on July 16, 2015 No. 38043, on October 21, 2015 No. 39402, on November 12, 2015 No. 39700 ("the Bulletin of the Bank of Russia" of September 25, 2012 No. 56 - 57, of October 24, 2012 No. 62, of October 23, 2013 No. 57, of December 19, 2013 No. 74, of January 14, 2014 No. 1, of January 15, 2014 No. 2, of August 20, 2014 No. 74, of September 12, 2014 No. 82, of February 4 2015 No. 9, of February 17, 2015 No. 13, of April 22, 2015 No. 36, of May 26, 2015 No. 45, of June 25, 2015 No. 55, of July 24, 2015 No. 61, of November 11, 2015 No. 101, of November 26, 2015 No. 107) (further - the Provision of the Bank of Russia No. 385-P) "shall be replaced with words" provision of the Bank of Russia of February 27, 2017 No. 579-P "About the Chart of accounts of financial accounting for credit institutions and procedure for its application", the registered Ministry of Justice of the Russian Federation on March 20, 2017 No. 46021, on July 20, 2017 No. 47474 (further - the Provision of the Bank of Russia No. 579-P)".

1.4. Add Item 2.5 with subitem 2.5.9 of the following content:

"2.5.9. Remaining balance of separate personal accounts on accounting of the amounts of the rent (leasing payments) received by credit institution - the lessor (lessor) in the accounting period, but belonging to future accounting periods, by designation 474221 code is excluded from remaining balance of the balance sheet account No. 47422.".

1.5. In paragraph three of Item 2.6 of the word "and also obligations to the "Deposit Insurance Agency" state corporation (further-DIA) and (or) obligations to investors, not being credit institutions, the measures for the prevention of bankruptcy of bank arising within financial assistance according to plans of participation of DIA in implementation" shall be replaced with words "and also obligations to the Bank of Russia or the "Deposit Insurance Agency" state corporation (further - DIA) and (or) persons (person) acquiring according to the approved plan of participation of the Bank of Russia or DIA in implementation of measures for the prevention of bankruptcy of bank of the bank share in number of at least seventy five percent of ordinary shares of bank in the form of joint-stock company (shares in the authorized capital of bank, the providing at least three quarters of voices of total number of voices of members of bank in the form of limited liability company) or shares of the mutual investment fund created by "Managing Company of Fund of Consolidation of Banking Sector" limited liability company which part of property bank shares in number of at least seventy five percent of ordinary shares of bank in the form of joint-stock company (the share in the authorized capital of bank providing at least three quarters of voices of total number of voices of members of bank in the form of limited liability company) are (further - investors), not being credit institutions arising within financial assistance according to plans of participation of the Bank of Russia or DIA in implementation of measures for the prevention of bankruptcy of bank".

1.6. Add Chapter 2 with Item 2.7 of the following content:

"2.7. Credit institution - the central partner performing functions according to the Federal Law of February 7, 2011 No. 7-FZ "About clearing, clearing activities and the central partner" (The Russian Federation Code, 2011, No. 7, Art. 904; No. 48, Art. 6728; No. 49, Art. 7040, Art. 7061; 2012, No. 53, Art. 7607; 2013, No. 30, Art. 4084; 2014, No. 11, Art. 1098; 2015, No. 27, Art. 4001; No. 29, Art. 4357; 2016, No. 1, Art. 23, Art. 47; 2017, No. 30, the Art. 4456) (further - the central partner), includes obligations to participants of clearing - not credit financial credit institutions within making of transactions of repo between participants of clearing with participation of the central partner in structure of reserve obligations taking into account the following.

The amount of remaining balance of separate personal accounts on accounting of obligations to participants of clearing - not credit financial credit institutions of balance sheet accounts No. 43701 - 3705, 43706 (regarding obligations with term from one to three years, except obligations with term three years), and also balance sheet accounts No. 43706 (regarding obligations with term three years) and 43707 decreases by the amount of remaining balance of separate personal accounts on accounting of requirements to participants of clearing - to not credit financial credit institutions of balance sheet accounts No. 47001 - 47005, 47006 (regarding requirements with term from one to three years, except requirements with term three years), and also balance sheet accounts No. 47006 (regarding requirements with term three years) and 47007 by the codes of designation 437001 and 437002 respectively specified in appendix 6.1 to this Provision.

The specified reduction is performed within the amounts of remaining balance of separate personal accounts of balance sheet accounts No. 43701 - 43705, 43706 (regarding obligations with term from one to three years, except obligations with term three years), and also balance sheet accounts No. 43706 (regarding obligations with term three years), 43707.".

1.7. In Item 3. 1, paragraph one of Item 3. 2, subitem 4.2.1 of item 4. 2, paragraph one of Item 6. The paragraph third Item 8.4 of the word "appendices 2 - 6" shall be replaced with words 7, "appendices 2 - 6.1".

1.8. In Item 3.3 of the word "appendices 2 - 6" shall be replaced with words "appendices 2 - 6.1", to "the Provision of the Bank of Russia No. 385-P" shall be replaced with words words to "the Provision of the Bank of Russia No. 579-P".

1.11. To state paragraph two of Item 4.3 in the following edition:

"The credit institution notifies authorized institution of the Bank of Russia on the errors found by it in case of creation of the Calculations and documents submitted complete with them for the previous accounting periods and represents the corrected Calculations complete with the documents constituted according to appendices 2 - 6.1 to this Provision. The credit institution notifies authorized institution of the Bank of Russia on approach of the event specified in the paragraph the second subitem 2.5.6 and (or) in the paragraph the second subitem 2.5.6.1 of Item 2.5 of this provision and represents the corrected Calculations complete with the documents constituted according to appendices 2 - 6.1 to this Provision, for the accounting periods since the accounting period containing date of attraction of money with inclusion of remaining balance in them of separate personal account of the balance sheet account on accounting of the specified money. The documents constituted according to appendices 2 - 6.1 to this Provision, can not be represented complete with Calculations if they do not contain corrections. In coordination with authorized institution of the Bank of Russia the corrected Calculations can be provided before the regulation period.".

1.12. In Item 5.2:

in the paragraph the second words "Instruction of the Bank of Russia of April 30, 2008 No. 2005-U "About assessment of economic situation of banks", the registered Ministry of Justice of the Russian Federation on May 26, 2008 No. 11755, on September 14, 2009 No. 14760, on April 20, 2012 No. 23905, on October 17, 2012 No. 25699, on December 17, 2013 No. 30618, on July 8, 2014 No. 33001, on January 30, 2015, No. 35802, on March 30, 2015 No. 36631 ("the Bulletin of the Bank of Russia" of June 4, 2008 No. 28, of September 21, 2009 No. 55, of April 25, 2012 No. 21, of October 24, 2012 No. 62, of December 24, 2013 No. 77, of August 6, 2014 No. 71, of February 11, 2015 No. 11, of April 10, 2015 No. 33) "shall be replaced with words" Instruction of the Bank of Russia of April 3, 2017 No. 4336-U "About assessment of economic situation of banks", the registered Ministry of Justice of the Russian Federation on May 19, 2017 No. 46771";

add with the paragraph of the following content:

"The right to averaging of required reserves is granted by authorized institution of the Bank of Russia of credit institution concerning which measures for the prevention of bankruptcy of bank with participation of the Bank of Russia are performed provided that before approval of the plan of participation of the Bank of Russia in implementation of measures for the prevention of bankruptcy of bank the credit institution corresponded to the criteria specified in paragraphs the second, third and fifth this Item.".

1.13. In paragraph one of Item 6.5 of the word "proceeding from the size of nedovznos and (or) the amount of failure to carry out of averaging of required reserves" shall be replaced with words "proceeding from the size of nedovznos (without the number of calendar days of the allowed nedovznos) and (or) the amounts of failure to carry out of averaging of required reserves and the number of calendar days of the period of averaging in which the obligation on averaging of required reserves is not executed,".

1.14. In Item 6.6 of the word "The Authorized Institution of the Bank of Russia Participates in the Organization and Conducting Checks (Will Organize and Performs), including Checks of Correctness of Reflection by Credit Institution (Branch (Branches) of Credit Institution) of Obligations on Accounts of Financial Accounting in the Balance Sheet of Credit Institution (Branch (Branches) of Credit Institution), Draws Up Statements of Checks (Participates in Their Creation)" shall be replaced with words "The authorized institution of the Bank of Russia participates in the organization and (or) conducting checks (will organize and (or) performs), including checks of correctness of reflection by credit institution (branch (branches) of credit institution) of obligations on accounts of financial accounting in the balance sheet of credit institution (branch (branches) of credit institution), draws up statements of checks or participates in their creation".

1.15. In Item 6.9:

in paragraph one of the word "has the right to carry out" shall be replaced with words "has the right to organize and carry out";

in the paragraph the second shall be replaced with words the words "the head of territorial office of the Bank of Russia, including the head of department, department-national bank of head department of the Central bank of the Russian Federation, their deputies" "the head of authorized institution of the Bank of Russia (his deputies)";

1.16. Add Chapter 7 with Item 7.14 of the following content:

"7.14. In case of renewal of required reserves of credit institutions which regulation of the size of required reserves is performed by one authorized institution of the Bank of Russia the procedure for renewal of required reserves and control of accomplishment by credit institutions of obligation on averaging of required reserves, similar provided by Items 7.2 - 7.5, subitem 7.6.2 of Item 7 is applied. 6, Item 7. 7, paragraph one of Item 7. 8, Items 7. 9, 7.10 and 7.11 this provision.".

1.17. Item 8.1 after the words "Implementation by Credit Institution of Measures for Financial Improvement" to add with the words "implementation concerning credit institution of measures for the prevention of bankruptcy of bank with participation of the Bank of Russia or DIA".

1.18. State Item 8.3 in the following edition:

"8.3. The schedule developed according to the Instruction of the Bank of Russia No. 126-I shall provide uniform step-by-step repayment of nedovznos by credit institution during the term of implementation of measures for financial improvement.

The schedule shall contain the following information:

term of implementation of measures for financial improvement;

the term of provision of delay (payment by installments) on repayment of nedovznos;

недовзнос, including according to obligations in currency of the Russian Federation, in foreign currency;

the size of required reserves which shall be deposited on accounts on accounting of required reserves, as a percentage of the settlement size of required reserves by Calculation for each accounting period during Scheduled plan effective period.

Before receipt of the notification on adoption of the relevant decision by the Bank of Russia about provision of credit institution of delay (payment by installments) of repayment of nedovznos the authorized institution of the Bank of Russia performs write-off of nedovznos, application of penalty according to Chapter 6 of this provision.".

1.19. In paragraph one of Item 8.5 of the word "in case of regulation of the size of required reserves starting with day of introduction of the moratorium repayment (write-off) of nedovznos and (or) amount of failure to carry out of averaging of required reserves and (or) payment of penalty are not performed" shall be replaced with words "regulation of the size of required reserves is performed according to the procedure, established by Chapter 4 this provision, at the same time since day of introduction of the moratorium the penalty in cases of nedovznos and (or) failure to carry out of obligation on averaging of the required reserves (including in case of failure to carry out of obligation on averaging in the averaging period which is partially including the period of operation of the moratorium) allowed during moratorium effective period is not applied, repayment (write-off) of nedovznos and (or) amount of failure to carry out of averaging of required reserves and (or) payment of earlier applied penalty are not performed".

1.21. State appendix 2 in edition of appendix 1 to this Instruction.

1.22. In footnote of 1 appendices 3 - shall be replaced with words the 5th words "established by the Bank of Russia" "established according to Item 1.8 or Item 8.4 of this provision".

1.23. In appendix 6:

in the column 2 of line 2 of the word "and also obligations to DIA and (or) obligations to investors, not being credit institutions, arising within financial assistance according to plans of participation of DIA" shall be replaced with words "and also obligations to the Bank of Russia or DIA and (or) to investors, not being credit institutions, arising within financial assistance according to plans of participation of the Bank of Russia or DIA";

in footnote of 1 word "established by the Bank of Russia" shall be replaced with words "established according to Item 1.8 or Item 8.4 of this provision".

1.24. Add with appendix 6.1 in edition of appendix 2 to this Instruction.

1.26. State appendix 9 in edition of appendix 3 to this Instruction.

2. This Instruction is subject to official publication and becomes effective since February 1, 2018.

This Instruction is applied since calculation of the size of required reserves of credit institution constituted for February, 2018.
