About modification of appendix No. 3 to Rules of the wholesale market of electrical energy and capacity and of the composite balance estimation of production and deliveries of electrical energy (capacity) within Power pool system of Russia on subjects of the Russian Federation

1. Approve the enclosed changes which are made to appendix No. 3 to the Rules of the wholesale market of electrical energy and capacity approved by the order of the Government of the Russian Federation of December 27, 2010 No. 1172 "About approval of Rules of the wholesale market of electrical energy and capacity and about introduction of amendments to some acts of the Government of the Russian Federation concerning the organization of functioning of the wholesale market of electrical energy and capacity" (The Russian Federation Code, 2011, No. 14, Art. 1916; 2017, No. 30, Art. 4675).

2. To Federal Antimonopoly Service till February 15, 2018:

make changes to the composite balance estimation of production and deliveries of electrical energy (capacity) within Power pool system of Russia on subjects of the Russian Federation for 2018 regarding the determination of forecast amounts of electrical energy and capacity delivered by subjects of the wholesale market - electric power producers (capacity) in price zones of the wholesale market of electrical energy and capacity under regulated agreements for 2018, for accounting in them since April 1, 2018 the amounts of electrical energy and capacity delivered to subjects of the wholesale market - to the buyers of electrical energy (capacity) functioning in the territory of the Republic of Karelia for the purpose of providing with electrical energy (capacity) the consumers who are not belonging to the population and (or) categories of consumers equated to it;

establish indication prices of electrical energy and of capacity for subjects of the wholesale market - the buyers of electrical energy (capacity) (except for the populations) functioning in the territory of the Republic of Karelia and to enact them since April 1, 2018;
