Chapter I. General provisions

Article 1. The principles of state policy in the field of cinematography

State policy in the field of cinematography is based on the following principles:

providing with the state guarantees of preserving and development of cinematography of the Kyrgyz Republic (further - cinematography) which is integral part of culture and art of the Kyrgyz Republic;

responsibility of the state for preserving and development of cinematography as the single system including production, hire and display of film videos;

fixing to republican executive body in the field of cinematography of all state film video making, film video rolling, film video spectacular companies and the organizations which are in the territory of the Kyrgyz Republic, including transferred to the utility (municipal) possession;

recognitions of cinematography by the area of culture and art which compulsory provision of existence is constant development of creative, educational, production, technical, scientific and information base;

ensuring safety of the national filmofond which is of historical and cultural, art value;

implementation of the rights and freedoms of citizens in creation and use of works of motion picture art;

creations to the population of conditions for access to works of cinematography.

Article 1-1. Subject of regulation of this Law

This Law determines activities of the state by preserving and development of cinematography and establishes procedure for its state support.
