About budget system

I. General provisions

Article 1. Main objectives of this Law

This Law determines:

bases of the device and management of budget system of the Republic of Uzbekistan;

the principles of creation and structure of the Government budget of the Republic of Uzbekistan (further - the Government budget);

procedure for creation, consideration, acceptance and execution of the State Budget;

principles of forming of the income and implementation of expenses of the Government budget;

relations between the budgets entering into structure of the Government budget;

accounting treatment, the reporting and control when implementing transactions with means of the Government budget.

Article 2. Legislation on budget system

The legislation on budget system consists of this Law and other acts of the legislation.

If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about budget system then are applied rules of the international treaty.

Article 3. Basic concepts

In this Law the following basic concepts are applied:

budget process - the process of creation, consideration, acceptance and execution of the State Budget, control, preparation and approval of the report on its execution regulated by acts of the legislation, and also relation between the budgets entering into structure of the Government budget;

the budget grant - the money gratuitously allocated from the higher budget in subordinate for difference covering between expenses and the income of the subordinate budget in case of insufficiency of own income and other means of budget regulation;
