According to subitem 9.26 of Item 9 of the Regulations on the Ministry of Internal Affairs of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 25, 1998 No. 419, the Ministry of Internal Affairs of the Republic of Belarus DECIDES:

1. Approve the enclosed Instruction about procedure for technical operation of means of telecommunication in law-enforcement bodies.

2. To impose control of execution of this resolution on Finance department and the back of the Ministry of Internal Affairs of the Republic of Belarus.

The instruction about procedure for technical operation of means of telecommunication in law-enforcement bodies

Chapter 1. General provisions

1. The instruction about procedure for technical operation of means of telecommunication in law-enforcement bodies (further - the Instruction) determines procedure for the organization of technical operation of means of telecommunication in:

The Ministry of Internal Affairs of the Republic of Belarus (further - the Ministry of Internal Affairs), Main Department of Internal Affairs of the Minsk city executive committee (further - the Municipal Department of Internal Affairs), the Departments of Internal Affairs of regional executive committees (further - the Department of Internal Affairs), the Department of Internal Affairs on transport of the Ministry of Internal Affairs (further - UVDT), managements, Departments of Internal Affairs of city, district executive committees (local administrations), and also the departments, departments, linear Items subordinated to UVDT;

Department of protection of the Ministry of Internal Affairs of the Republic of Belarus (further - Department of protection), regional, Minsk city and the managements equated to them, departments (departments) in areas, the cities, areas in the cities, other settlements and other divisions of Department of protection created according to the legislation;

Department of execution of punishments of the Ministry of Internal Affairs of the Republic of Belarus (further - DYNES), managements of DYNES on areas and management of DYNES across Minsk and the Minsk region, other bodies and organizations of criminal executive system, subordinate DYNES;

organizations of formation of the Ministry of Internal Affairs;

organizations of health care of the Ministry of Internal Affairs.

2. For the purposes of this Instruction the following main terms and their determinations are applied:

telecommunication networks and systems (further - TKSS) - the networks and systems providing telecommunication and data transmission;

means of telecommunication (further - STK) - the equipment rooms or the hardware and software providing functioning of TKSS. In relation to questions of the organization of technical operation this concept turns on also personal computers and peripheral devices which are not part of TKSS;

TKSS hardware - means of communication, automation, the channels of communication and devices providing their functioning;

TKSS software - set of the utility programs providing operation, management of functioning of TKSS and the automated information processing;

means of communication - set technical and the software used for forming, processing, storage, transfer, acceptance of messages of telecommunication, and also providing functioning of networks of telecommunication;

automation equipment - set technical and the software intended for collection, input, processing, storage, display, registration and documentation of information and also for data exchange in information networks and systems.

The means of communication and automation are subdivided on channel-forming (radio relay stations, the equipment of frequency and temporary separation of communication channels, modems and so on), switching (automatic telephone exchanges, panels, concentrators, routers, switches, including antenna and so on) and terminal means (telephone, cable and fax machines, devices of determination of subscriber number, the equipment of loud-speaking communication and documentation, TV and video cameras, TVs, subscriber radio stations, peydzherny receivers, number determinants, registrars of the speech, terminals, PEVM, devices of computer peripherals and so on);

channel of communication - set of the technical means and the circle of distribution providing information transfer directly between nodes (stations) of network in certain strip of frequencies or with certain speed;

operational and technical property - processing equipment, consumable materials, repair kits, spare parts, elements, details, the tool, accessories, the auxiliary and other property used in case of technical operation of STK;

technical operation of STK - complex of the actions constituting lifecycle of use of means of telecommunication from commissioning before its reference in accordance with the established procedure to the fourth category of technical condition;

commissioning of STK - the event which is documentary drawn up in accordance with the established procedure fixing readiness of means of telecommunication for proper use;

write-off of STK - documentary drawn up event fixing inability of means of telecommunication to function according to qualifying standards owing to physical wear or obsolescence and the determining termination of its lifecycle;

survey of STK - complex of actions for determination of compliance of technical characteristics of means of telecommunication to the parameters established by operational technical documentation and possibilities of its proper use. Establishment of its category of technical condition is result of survey of STK;

operational technical documentation - maintenance instructions of STK, technical descriptions, process charts, maintenance manuals of STK, the instruction for installation, start-up, adjustment and setup STK, forms (passports), educational and methodical posters;

category of technical condition of STK - the conditional accounting characteristic established depending on the actual technical condition of STK and determining degree of its physical wear or obsolescence;

operational STK - means of telecommunication which technical condition conforms to all requirements of operational technical documentation;

defective STK - means of telecommunication which technical condition does not correspond at least to one of requirements of operational technical documentation. Defective STK can be efficient if its normal functioning is not broken;

efficient STK - means of telecommunication which technical condition provides accomplishment of the main functions by it and preserving values of its key parameters in the limits set by operational technical documentation. Unlike operational efficient STK meets not all requirements of operational technical documentation that does not influence functioning of means of telecommunication in general;

disabled STK - means of telecommunication which value at least of one set parameter characterizing capability to perform the set functions, does not conform to requirements of operational technical documentation;

system of maintenance (further - THAT) STK - complex of the organizational and technical actions aimed at providing required readiness of STK for application;

cycle - the repeating sequence of the actions THAT providing non-failure operation of work of STK during operation;

repair of STK - complex of the actions directed to elimination of defects or maintenance of means of telecommunication by replacement of separate blocks, nodes, component parts, recovery of the software or data, recovery of installation without modification of design;

upgrade of STK - complex of the actions directed to enhancement of means of telecommunication by entering into design of the changes improving its functional and technical characteristics;

trial operation of STK - operation by bodies and divisions of internal affairs of the set number of samples of means of telecommunication which the manufacturer prepares for serial production, carried out according to the special program in actual practice of application;

short-term testing of STK - check of compliance of technical, functional and ergonomic characteristics of separate samples or small (to ten sets) batches of serially issued means of telecommunication, in development of the specification and specifications on which, and also in carrying out trial operation of which law-enforcement bodies of participation did not accept;

under control operation of STK - the regular operation of serially issued STK organized for the purpose of determination of compliance of operational technical characteristics to requirements of specifications and confirmation of their stability in actual practice of application;

the claim - the written application of the receiver in the established form to the product supplier (contractor) on the discrepancy of quality and (or) completeness of the delivered products (the performed works) to the established requirements found during action of warranty obligations, and also the requirement about recovery or replacement of defective products (repeated performance of works);

warranty obligations - obligations of the supplier (contractor) on providing during the established warranty period of compliance of quality of the delivered products (the performed works) to terms of the contract about quality, in case of absence in the agreement of such conditions - to the requirements or mandatory requirements to quality established in stipulated by the legislation procedure which are usually shown to product quality (the performed works);

the form - the document reflecting the main data on STK and confirming compliance of its key parameters and characteristics to specifications;

dovolstvuyushchy bodies - divisions of finance and the back of law-enforcement bodies.

3. STK constitute technical basis of creation and functioning of management system by law-enforcement bodies.

4. Accomplishment of tasks on technical operation of STK in law-enforcement bodies is assigned to chiefs of law-enforcement bodies and their divisions, chiefs and the staff of divisions of communication and automation (the divisions responsible for the organization of communication and technical operation of STK) of law-enforcement bodies (daleepodrazdeleniye of communication and automation), the officials responsible for the organization of communication and technical operation of STK in law-enforcement bodies, and also on employees and persons from among civil personnel (further - employees) law-enforcement bodies to which STK are assigned directly.

5. Successful accomplishment of tasks on technical operation of STK is reached:

high discipline and sense of duty of staff of divisions of communication and automation, responsibility for accomplishment of the assigned obligations;

systematic control of chiefs of law-enforcement bodies and their divisions of technical condition and the organization of maintenance of STK, accurate and continuous management of forces and means providing their technical operation;
