a) state subitem 5.2.12 in the following edition:

"5.2.12. approval procedure of the enlarged standard rates of the price of construction;";

b) add with subitems 5.2.12 (1) - 5.2.12(3) following contents:

"5.2.12 (1). techniques of development and application of the enlarged standard rates of the price of construction;

5.2.12 (2). procedure for forming and maintaining the federal register of estimate standard rates;

5.2.12 (3). procedure for forming and maintaining qualifier of construction resources;";

c) recognize subitems 5.2.13 and 5.2.14 invalid;

d) in subitem 5.4.5 the word "maintaining" shall be replaced with words "forming and maintaining";

e) declare subitem 5.4.23 invalid;

e) add with subitems 5.4.23 (5) and 5.4.23(6) following contents:
