About measures for further enhancement of the sphere of information technologies and communications

In the country consecutive work on development of modern information technologies and communications, creation of complete system of rendering electronic state services, implementation of new mechanisms of dialogue of state bodies with the population is carried out.

At the same time number of system problems and shortcomings in the field of management and implementation of information technologies and communications interferes with the accelerated development of this sphere, rendering high-quality information services among which:

the first, telecommunication infrastructure is insufficiently developed, the remote settlements of the country remain not secure networks of telecommunications, quality of mobile communication and Internet does not satisfy requirement of the population;

the second, owing to inefficient implementation of single technological approach in implementation of information technologies and communications in system of public administration departmental information systems and resources take root fragmentary that complicates process of their integration into common information space;

third, is not paid due attention to implementation of the integrated trade and marketing platforms, online stores, payment systems, and also systems of logistics in electronic commerce that becomes one of the reasons of control of development of economy and entrepreneurship, attraction of foreign investments;

the fourth, the weak organization of work on ensuring information security and information security in the state information systems and resources increases possibilities of unauthorized information access, violation of integrity and confidentiality of databases;

the fifth, is not paid by heads of most state bodies and organizations sufficient attention to questions of projects implementation on informatization and implementation of the modern information technologies and communications directed to improvement of quality and efficiency of the services rendered to the population, eradication of bureaucratic procedures, reduction of paper document flow;
