About introduction of amendments to some acts of the Government of the Russian Federation

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation.

2. To the Ministry of Energy of the Russian Federation in coordination with the Ministry of Construction and Housing and Communal Services of the Russian Federation in 6-month time to develop and approve methodical instructions for development of schemes of heat supply.

3. This resolution becomes effective since August 1, 2018.

Changes which are made to acts of the Government of the Russian Federation

1. In the order of the Government of the Russian Federation of February 22, 2012 No. 154 "About requirements to schemes of heat supply, procedure for their development and approval" (The Russian Federation Code, 2012, No. 10, Art. 1242; 2014, No. 41, Art. 5546; 2016, No. 13, Art. 1827, 1845; No. 29, Art. 4837):

a) in Item 2:

paragraphs two and third to state in the following edition:

"in case of development and updating of schemes of heat supply of settlements with population to 10 thousand people in which according to documents of territorial planning individual heat supply of consumers of heat energy is used observance of the requirements specified in Items 3 - 89 requirements to schemes of heat supply and Items 10, 35 - 38 requirements to procedure for development and approval of the schemes of heat supply approved by this resolution are not obligatory;

in case of development and updating of schemes of heat supply of settlements, city districts with population to 100 thousand people observance of the requirements specified in the subitem "v" of Item 23 and Items 55 and 56 of the requirements to schemes of heat supply approved by this resolution is not obligatory;";

the fourth to declare the paragraph invalid.

b) the requirements to schemes of heat supply approved by the specified resolution to state in the following edition:

Requirements to schemes of heat supply

1. This document establishes requirements to structure of schemes of heat supply (the staticized schemes of heat supply) of settlements, city districts, the federal cities (further - schemes of heat supply) developed for the purpose of satisfaction of demand for heat energy (capacity) and the heat carrier, providing reliable heat supply with the most economic method in case of the minimum harmful effects on the environment and also economic incentives of development of systems of heat supply and implementation of energy-saving technologies.

2. The concepts used hereunder mean the following:

a) "the action area of system of heat supply" - the territory of the settlement, city district, federal city or its part which borders are established on the most remote points of connection of consumers to the thermal networks which are a part of the system heat supplies;

b) "the action area of source of heat energy" - the territory of the settlement, city district, federal city or its part which borders are installed by the closed partitioning latches of thermal network systems of heat supply;

c) "installed capacity of source of heat energy" - the amount of rated thermal powers of all commissioning of the equipment intended for leave of heat energy to consumers and for ensuring own and economic needs of the heatsupplying organization concerning this source of heat energy accepted under acts;

d) "available capacity of source of heat energy" - the size equal to installed capacity of source of heat energy less the amounts of capacity which are not realized for technical reasons including because of decrease in thermal power of the equipment as a result of operation on prolonged technical resource (decrease in parameters of vapor in front of the turbine, lack of recirculation in peak water-heating package boilers, etc.);

e) "capacity of source of heat energy net" - the size equal to available capacity of source of heat energy less thermal load of own and economic needs of the heatsupplying organization concerning source of heat energy;

e) "heatnetwork objects" - the objects which are part of thermal network and providing transfer of heat energy from source of heat energy before the heatconsuming installations of consumers of heat energy;

g) "element of territorial division" - the territory of the settlement, city district, federal city or its part established on borders of administrative and territorial units;

h) "settlement element of territorial division" - the territory of the settlement, city district, federal city or its part accepted for the purposes of development of the scheme of heat supply in unchangeable borders on all effective period of the scheme of heat supply;

i) "local types of fuel" - fuel resources which use is potentially possible in areas (territories) of their education, production, production (peat and products of its conversion, associated gas, waste of woodworking, waste of agricultural activities, production wastes and consumption, including solid utility waste, and other types of fuel resources) which cost efficiency of consumption is limited to regions (territories) of their origin;

j) "settlement thermal loading" - the thermal loading determined on the basis of data on the actual leave of heat energy for the complete heating period preceding the beginning of development of the scheme of heat supply, brought according to methodical instructions for development of schemes of heat supply to the settlement temperature of outside air;

k) "base period" - the year preceding year of development and approval of primary scheme of heat supply of the settlement, city district, federal city;

l) "base period of updating" - the year preceding year in which the staticized scheme of heat supply of the settlement, city district, federal city is subject to approval;

m) "the master development plan for systems of heat supply of the settlement, city district, federal city" - the Section of the scheme of heat supply (the staticized scheme of heat supply) containing the description of scenarios of development of heat supply of the settlement, city district, federal city and reasons for the choice of the priority scenario of development of heat supply of the settlement, city district, federal city;

o) "energy characteristics of thermal networks" - the indicators characterizing energy efficiency of transfer of heat energy on thermal networks including losses of heat energy, electric power expense on transfer of heat energy, heat carrier expense on transfer of heat energy, losses of the heat carrier, heat carrier temperature;

o) "fuel balance" - the document containing the interconnected indicators of quantitative compliance of gasoline supplies of different types and their consumption, necessary for functioning of system of heat supply, sources of heat energy in system of heat supply, establishing distribution of fuel of different types between sources of heat energy in system of heat supply and allowing to determine efficiency of use of fuel in case of the combined development of electrical and heat energy;

p) "electronic model of system of heat supply of the settlement, city district, federal city" - the document electronically in which information on characteristics of systems of heat supply of the settlement, the city district, the federal cities is provided;

c) "the material characteristic of thermal network" - the amount of works of values of outer diameters of pipelines of certain sites of thermal network and length of these sites;

r) "the specific material characteristic of thermal network" - the relation of the material characteristic of thermal network to thermal load of the consumers attached to this thermal network.

3. The scheme of heat supply consists of the Sections developed according to items 4 - 22 this documents, and the proving materials to schemes of heat supply developed according to Items 23 - the 87th this document.

4. The scheme of heat supply joins the following Sections:

a) Section 1 "Indicators of the Existing and Perspective Demand for Heat Energy (Capacity) and the Heat Carrier in the Established Borders of the Territory of the Settlement, City District, Federal City";

b) Section 2 "Existing and Perspective Balances of Thermal Power of Sources of Heat Energy and Thermal Load of Consumers";

c) Section 3 "Existing and Perspective Balances of the Heat Carrier";

d) Section 4 "Basic Provisions of the Master Development Plan for Systems of Heat Supply of the Settlement, City District, Federal City";

e) Section 5 "Offers on Construction, Reconstruction and Modernisation of Sources of Heat Energy";

e) Section 6 "Offers on Construction and Reconstruction of Thermal Networks";

g) Section 7 "Offers on Transfer of Open Systems of Heat Supply (Hot Water Supply) in the Closed Hot Water Supply";

h) Section 8 "Perspective Fuel Balances";

i) Section 9 "Investments into Construction, Reconstruction and Modernisation";

j) Section 10 "The Decision on Determination of the Single Heatsupplying Organization (Organizations)";

k) Section 11 "Decisions on Distribution of Thermal Loading between Sources of Heat Energy";

l) Section 12 "Decisions on Ownerless Thermal Networks";

m) Section 13 "Synchronization of the Scheme of Heat Supply with the Scheme of Gas Supply and Gasification of the Subject of the Russian Federation and (or) Settlement, Scheme and Development Program of Power Industry, and also with the Scheme of Water Supply and Water Disposal of the Settlement, City District, Federal City";

o) Section 14 "Indicators of Development of Systems of Heat Supply of the Settlement, City District, Federal City";

o) Section 15 "Price (Tariff) Effects".

5. The Section 1 "Indicators of the Existing and Perspective Demand for Heat Energy (Capacity) and the Heat Carrier in the Established Borders of the Territory of the Settlement, City District, Federal City" contains:

a) sizes of the existing heated area of construction funds and surpluses of the heated area of construction funds for settlement elements of territorial division with separation of construction objects into apartment houses, individual apartment houses, public buildings and factory buildings of industrial enterprises on stages - for every year of the first 5-year period and for the subsequent 5-year periods (further - stages);
