4) responsibility - creation of mechanisms of response of the state to violations of this Law from public authorities and local government bodies, their officials.";

3) in Article 4:

a) to add Item 1 after the words "provision of pensions" with words ", in the form of benefits and lump sum payment";

b) declare Item 2 invalid;
