About procedure and conditions of creation of structural divisions in state bodies and the staff list of separate state bodies

Council of Ministers of the Republic of Belarus DECIDES:

1. Determine that:

1.1. in state bodies * within the established number of staff proceeding from conditions and regulations of controllability can be created by heads of state bodies if other is not established by the President of the Republic of Belarus, structural divisions on:

* State bodies are understood as also public institutions and other state organizations providing activities of the President of the Republic of Belarus or state bodies which employees according to the legal acts fixing their legal status are the government civil servants.

1.1.1. to levels of management:

the first level of management – structural divisions which heads submit directly to the head of state body or its deputy, and also structural divisions which heads are at the same time deputy managers of state body;

the second level of management – structural divisions which heads submit directly to the head of the structural unit of the first level of management or its deputy;

the third level of management – structural divisions which heads submit directly to the head of the structural unit of the second level of management or its deputy;

1.1.2. to types:

for direct realization of state powers of authority and (or) ensuring accomplishment of functions of state body - department, committee, head department, management, service of the state protocol as management, department, the House (Palace) of civil ceremonies as department, the press service as department, the sector;

for ensuring activities and maintenance of state body – service, department, group, laboratory, the site, office, warehouse, base, economy, bureau, archive, library, office, expedition;

1.2. the department is the structural division of the first level of management of state body created according to legal acts;
