Article 1

Bring in the Federal Law of March 6, 2006 No. 35-FZ "About counteraction to terrorism" (The Russian Federation Code, 2006, No. 11, Art. 1146; No. 31, Art. 3452; 2011, No. 19, Art. 2713; 2013, No. 30, Art. 4041; No. 44, Art. 5641; 2014, No. 19, Art. 2335; 2016, No. 28, Art. 4558) following changes:

Part 4.1 of Article 5 to state 1) in the following edition:

"4.1. For the purpose of ensuring coordination of activities of territorial authorities of federal executive bodies, executive bodies of subjects of the Russian Federation and local government bodies on terrorism prevention, and also on minimization and (or) mitigations of consequences of its manifestations according to the decision of the President of the Russian Federation in subjects of the Russian Federation can be created bodies as a part of representatives of territorial authorities of federal executive bodies, public authorities of subjects of the Russian Federation and other persons. For the organization of interaction of territorial authorities of federal executive bodies, executive bodies of subjects of the Russian Federation and local government bodies for terrorism prevention, and also for minimization and (or) mitigation of consequences of its manifestations and (or) for implementation of decisions of the bodies created according to this part acts (joint acts) of these bodies can be issued and to be created collegiate organs on prevention of terrorism, minimization and (or) mitigation of consequences of its manifestations in the territory of one municipality or the territories of several municipalities of the subject of the Russian Federation. Such collegiate organs are created according to the decision of the head of the body created according to this part who approves regulations on collegiate organ and its structure. The decisions of the bodies created according to this part, accepted within their competence are obligatory for execution of subjects of the Russian Federation by public authorities, local government bodies, organizations, officials and citizens in appropriate subject of the Russian Federation. Non-execution or violation of the specified decisions attracts the responsibility provided by the Federal Laws or the laws of subjects of the Russian Federation. If the administrative responsibility for the specified actions is not established by the Federal Law, it can be established by the law of the subject of the Russian Federation.";

2) regarding 1 Article 5.1:

a) in Item 3 to replace figure "4" with figures "4.1";

b) add with item 4 of the following content:

"4) performs other powers on participation in terrorism prevention, and also in minimization and (or) mitigation of consequences of its manifestations.".

Article 2

This Federal Law becomes effective after ninety days after day of its official publication.
