Administrative regulations on provision of subjects of the Russian Federation of the state service by public authorities in the field of delegated powers of the Russian Federation to destination public welfare payments to the citizens having children

I. General provisions

Regulation subject

1. These Administrative regulations determine terms and the sequence of ministerial procedures and actions of public authorities of subjects of the Russian Federation for provision of the state service in the field of delegated powers of the Russian Federation to destination of public welfare payments to the citizens having children (further - respectively the state service, authorized body), order of interaction of structural divisions, their officials, with applicants, public authorities of the Russian Federation by provision of the state service.

2. a) maternity allowance;

b) lump-sum allowance to the women who were registered in the medical organizations in early terms of pregnancy;

c) lump-sum allowance in case of the child's birth;

d) monthly allowance on child care;

e) lump-sum allowance to the pregnant wife of the serviceman undergoing military service;

e) monthly allowance on the child of the serviceman undergoing military service.

3. Applicants on provision of the state service to destination of the public welfare payment provided by the subitem "an" of Item 2 presents of Administrative regulations are the women dismissed in connection with liquidation of the organizations, the termination of activities by physical persons as individual entrepreneurs, the termination of powers by the notaries who are engaged in private practice, and the termination of the status of the lawyer and also in connection with the termination of activities by other physical persons whose professional activity according to the Federal Laws is subject to state registration and (or) licensing, within twelve months preceding day of their recognition in accordance with the established procedure by the unemployed.

4. Applicants on provision of the state service to destination of the public welfare payment provided by the subitem "b" of Item 2 presents of Administrative regulations are the women dismissed in connection with liquidation of the organizations, the termination of activities by physical persons as individual entrepreneurs, the termination of powers by the notaries who are engaged in private practice, and the termination of the status of the lawyer and also in connection with the termination of activities by other physical persons whose professional activity according to the Federal Laws is subject to state registration and (or) licensing within twelve months preceding day of their recognition in accordance with the established procedure by the unemployed, registered in the medical organizations in early terms of pregnancy (up to twelve weeks).

5. Applicants on provision of the state service to destination of the public welfare payment provided by the subitem "v" of Item 2 presents of Administrative regulations is one of parents or person replacing it, from among persons which are not subject to compulsory social insurance on case of temporary disability and in connection with motherhood (including studying full-time on paid or free basis in the professional educational organizations, the educational organizations of the higher education, the educational organizations of additional professional education and the scientific organizations).

6. Applicants on provision of the state service to destination of the public welfare payment provided by the subitem "g" of Item 2 presents of Administrative regulations are:

a) the mothers or fathers, other relatives, guardians who are actually performing child care, dismissed during child care leave, the mothers dismissed during maternity leave in connection with liquidation of the organizations, the termination of activities by physical persons as individual entrepreneurs, the termination of powers by the notaries who are engaged in private practice, and the termination of the status of the lawyer and also in connection with the termination of activities by other physical persons whose professional activity according to the Federal Laws is subject to state registration and (or) licensing, including dismissed from the organizations or military units which are outside the Russian Federation, dismissed in connection with the expiration of their employment contract in the military units which are outside the Russian Federation and also mothers dismissed during child care leave maternity leaves in connection with transfer of the husband from such parts to the Russian Federation;

b) the mothers dismissed during pregnancy in connection with liquidation of the organizations, the termination of activities by physical persons as individual entrepreneurs, the termination of powers by the notaries who are engaged in private practice, and the termination of the status of the lawyer and also in connection with the termination of activities by other physical persons whose professional activity according to the Federal Laws is subject to state registration and (or) licensing, including dismissed from the organizations or military units which are outside the Russian Federation, dismissed in connection with the expiration of their employment contract in the military units which are outside the Russian Federation or in connection with transfer of the husband from such parts to the Russian Federation;

c) the mothers or fathers, guardians who are actually performing child care and not subject to compulsory social insurance on case of temporary disability and in connection with motherhood;

8. Applicants on provision of the state service to destination of the public welfare payment provided by the subitem "e" of Item 2 presents of Administrative regulations are:

a) mother of the child of the serviceman undergoing military service;
