About measures for radical enhancement of activities for legal support of the performed reforms

Ensuring the coordinated and approved activities of state governing bodies becomes particularly important in the conditions of implementation of large-scale transformations at the present stage of development of the country.

At the same time, preserving the facts of evasion by certain heads of state bodies from responsibility for acceptance of management decisions or adoption of the decisions which are going beyond the competences often contradicting existing rules of the legislation by them interferes with full realization of the planned reforms.

The situation of cases causes need of accurate differentiation of functions and powers, responsibility for achievement of specific results on the entrusted site of work, ensuring complete independence of state bodies in case of acceptance of management decisions, and also eradications of unreasonable intervention of higher structures in activities of state governing bodies on places.

For the purpose of ensuring systemacity and stability of legal regulation, uniform application of legislative arrangements on reforming of system of public administration, social and economic and judicial and legal spheres, creations of efficient mechanisms of expert legal support, consolidation of efforts and increase in the personal responsibility of heads of all levels for effective realization of the undertaken reforms:

1. Form Service of legal support of reforms and coordination of law-enforcement activities of the office of the President of the Republic of Uzbekistan based on Service according to political legal issues of the office of the President of the Republic of Uzbekistan.

2. Determine the main objectives of Service of legal support of reforms and coordination of law-enforcement activities of the office of the President of the Republic of Uzbekistan (further - Service):

consolidation of efforts of state governing bodies on development of the priority directions of reforming of system of public administration, social and economic and judicial and legal spheres;
