Regulations on issue to foreign citizens and persons without citizenship of the residence permit

I. General provisions

1. This Provision determines procedure for issue to foreign citizens and stateless persons of the residence permit according to Item 5 of article 8 of the Federal law "About Legal Status of Foreign Citizens in the Russian Federation" (further hereinafter is referred to as - the Law).

2. The foreign citizen (stateless person) who reached 18-year age and lived in the territory of the Russian Federation at least one year based on permission to temporary residence can receive the residence permit.

3. The residence permit is issued to the foreign citizen (stateless person) by territorial authority of the Federal Migration Service in the place of residence based on the written application submitted to territorial authority of the Federal Migration Service by personally capable foreign citizen (stateless person) not later than 6 months before the expiration of its temporary residence in the Russian Federation.
