According to article 44 of the Law of Ukraine "About protection of the surrounding environment" the Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for establishment of standard rates of collection for pollution of the surrounding environment and collection of this collection it (is applied).

2. To the ministry of questions of emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash, to the Ministry of Fuel and Energy, State Tax Administration together with territorial institutions of the public sanitary and epidemiologic service of the Ministry of Health and territorial authorities of the State committee of nuclear regulation, and also to Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations together with bodies of the Ministry of protection of the surrounding environment and nuclear safety to provide the organization of collection of collection for pollution of the surrounding environment according to the Procedure approved by this resolution.

3. To the ministry of protection of the surrounding environment, State Tax Administration in coordination with the Ministry of Finance and the Ministry of Economics in three-months time to develop and approve the Instruction about procedure for calculation and payment of collection for pollution of the surrounding environment.
