1. Bring in the joint order of the acting minister of foreign affairs of the Republic of Kazakhstan of November 24, 2016 No. 11-1-2/555 and the Minister of Internal Affairs of the Republic of Kazakhstan of November 28, 2016 No. 1100 "About approval of Rules of execution of invitations, approvals of invitations to entry of foreigners and stateless persons into the Republic of Kazakhstan, issues, cancellations, recoveries of visas of the Republic of Kazakhstan, and also prolongation and reducing terms of their action" (it is registered in the Register of state registration of regulatory legal acts for No. 14531, No. 248 (28374) is published in the Kazakhstanskaya Pravda newspaper on December 24, 2016) the following changes and amendments:

in Rules of execution of invitations, approvals of invitations to entry of foreigners and stateless persons into the Republic of Kazakhstan, issues, cancellations, recoveries of visas of the Republic of Kazakhstan, and also prolongation and reducing the terms of their action (further – Rules) approved by the specified order:

in Item 3:

add with subitem 1-1) of the following content:

"1-1) International financial center "Astana" (further - MFTsA) – the territory in city boundaries of Astana with precisely designated borders determined by the President of the Republic of Kazakhstan in which the particular legal regime in the financial sphere is effective;";

add with subitem 6-1) of the following content:

"6-1) autonomous cluster fund – the non-profit organization which is governing body of the special economic zone "Park of Innovative Technologies", and also performing other functions, stipulated by the legislation the Republic of Kazakhstan;";

11) and 12) to state subitems in the following edition:

"11) divisions of the Ministry of Internal Affairs of the Republic of Kazakhstan (further – the Ministry of Internal Affairs of RK) – divisions of migratory service of the Ministry of Internal Affairs of the Republic of Kazakhstan, Departments of internal affairs of areas, cities of Astana, Almaty and on transport;

12) specifying of the Ministry of Internal Affairs of RK – the operational solution of specific objectives which is drawn up in the form of the written order, accepted by the Chairman (vice-chairmen) of Committee of migratory service Ministry of Internal Affairs RK and also the decision based on the order of Presidential Administration and/or Government of the Republic of Kazakhstan, written appeals of foreign institutions of the Republic of Kazakhstan, state bodies and organizations of the Republic of Kazakhstan based on which the Ministry of Internal Affairs of RK is performed execution of the invitation, issue, cancellation, recovery, prolongation or reducing effective period of visas;";

state Item 9 in the following edition:

"9. The invitation to entry into the Republic of Kazakhstan on private affairs moves not earlier than for 1 year and not later than 5 working days before expected date of entry of the receiver of visas into the Republic of Kazakhstan.

The petition or the verbal note moves not earlier than in 90 calendar days and not later than 5 working days before expected date of entry of the receiver of visas into the Republic of Kazakhstan.

The term of consideration of the invitation constitutes no more than 3 working days when rendering service in electronic form and no more than 5 working days – in paper form – from the date of submission of the circulation, except as specified, of the these rules specified in Item 16.

On specifying of the Ministry of Internal Affairs of RK and MFA RK documents for the invitation are accepted and processed in shorter terms.";

"11. The inviting party for execution of the invitation represents to the Ministry of Internal Affairs of RK or to the non-commercial The Government for Citizens State corporation joint-stock company in the place of the registration:

1) for execution of the invitation to entry into the Republic of Kazakhstan on private affairs:

identity document;

the statement questionnaire for the invitation of the foreigner or stateless person to the Republic of Kazakhstan according to appendix 3-1 to these rules;

the copy of the document confirming payment of the state fee.

2) for execution of the invitation of the legal entity or the individual entrepreneur:

the table completed in duplicate in form according to appendix 3 to these rules;

the copy of the document confirming payment of the state fee.

The legal entities and individual entrepreneurs for the first time addressing in the current year for execution of the invitation represent 3):

copy of the reference (certificate) on state registration of the legal entity or notification of the individual entrepreneur;

the copy of the certificate confirming registration/accreditation of the legal entity according to the law in force of MFTsA;

the document confirming powers of the representative;

the inviting party petitioning for the invitation of foreign tourists – the copy of the license for the tourist operator activities issued by local executive bodies of areas, the cities of republican value, the capital or the statement from the State register of travel agents, according to the Law of the Republic of Kazakhstan of June 13, 2001 "About tourist activities in the Republic of Kazakhstan";

the inviting party petitioning for the invitation of the receiver of visas for the purpose of education – the copy of the license and (or) appendix to the license for occupation educational activities issued by authorized body of the Republic of Kazakhstan in the field of education according to the Law of the Republic of Kazakhstan of July 27, 2007 "About education";

the inviting party petitioning for the invitation of the receiver of visas to treatment, physical examination or consultations – the copy of the license for the medical activities issued by authorized body of the Republic of Kazakhstan in the field of health care according to the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system".";

in Item 12:

6) to state the subitem in the following edition:

"6) for implementation of labor activity, including for seasonal foreign workers – the permission to attraction of foreign labor power issued to the employer, or the certificate of qualification compliance for independent employment, or documents, confirmatory that according to the legislation of the Republic of Kazakhstan or international treaties such permission is not required to the receiver of the visa;";

8) to state the subitem in the following edition:

"8) for passing of educational practice or training – the petition of the central executive bodies of the Republic of Kazakhstan or autonomous cluster fund;";

in Item 13 1) to state the subitem in the following edition:

"1) compliance of the submitted documents of required purpose of visit, frequency rate, to effective period and the place of issue of visa. The place of issue of visa, except for participants and bodies of MFTsA, is determined according to the consular district of the receiver of the visa which the country of civil accessory, or in the presence of one of the following conditions treats:

permissions to the permanent residence in adoptive state;

permissions to long stay on the business or investor purposes, implementation of labor activity, education, treatment passing.
