Chapter 1. General provisions

Article 1. Tasks of the cultural legislation of the Republic of Armenia

Tasks of the cultural legislation of the Republic of Armenia are:

1) providing and protection of constitutional right of citizens of the Republic of Armenia on freedom of expression, creativity, participation in cultural life of society;

2) regulation of the relations arising between subjects of cultural activities;

3) determination of the principles of the state cultural policy, legal basis of the state support of culture and guarantee of non-interference of the state to creative process;

4) creation of legal guarantees of preserving, distribution and development of cultural richness of the Republic of Armenia.

Article 2. Organization of the state cultural policy

The state cultural policy in the Republic of Armenia will be organized by the state strategic programs of preserving, development and dissemination of culture which affirm the Government of the Republic of Armenia.

Article 3. Principles of the state cultural policy

The basic principles of the state cultural policy are:

1) the state, public and democratic nature of management in the field of culture;

2) freedom of cultural and creative activities;

3) availability of cultural values to familiarizing with them;

4) priority of national cultural values of the international value;

5) independence of the cultural organizations;

6) cooperation between the state and private sector;

7) equality of starting conditions of participation in programs of the state support, irrespective of participant status;

8) pro rata development of different fields of art;

9) ensuring variety of cultural actions;

10) decentralization of culture expansion of the state cultural policy in regions and activation of cultural life of communities.
