About border regions

Article 1. Law purpose

This Law establishes the basic principles of development of state policy concerning border regions of the Republic of Armenia, program bases of implementation of this policy, and also governs the relations, related.

Article 2. Legislation on border regions

The relations connected with border regions are regulated by this Law, other laws and legal acts.

Article 3. Pogrammny bases of state policy concerning border regions

1. State policy concerning border is performed according to the Comprehensive program of development of border regions (further - the Comprehensive program).

2. The purpose of the Comprehensive program is increase in defense capability of border regions and their social and economic development.

3. The draft of the Comprehensive program is submitted by the Government for consideration of National Assembly till October 1, 2001. The comprehensive program affirms National Assembly.

4. Annual proportions of implementation of the works provided by the Comprehensive program are determined by the Government. They are reflected in annual programs for border regions (further - the Annual program).

5. The government represents the annual program which amount of financing is reflected in expenses of the government budget, as a part of the government budget to National Assembly.

Article 4. Contents of Complex and Annual programs and principles of their development

1. Complex and Annual programs includes:

a) main objectives of programs;

b) amounts of the planned works - on border regions and settlements which are in them;

c) proportions of financing of the planned works;

d) the principles of accomplishment of the programs and priorities of implementation planned works;

e) other conditions necessary for comprehensive submission of programs.
