make changes to the Administrative regulations of Federal Agency for Fishery on provision of the state service in the conclusion of contracts for performance of works on artificial reproduction of water biological resources approved by the order of the Ministry of Agriculture of the Russian Federation of July 9, 2015 No. 290 (registration No. 39586) is registered by the Ministry of Justice of the Russian Federation on October 30, 2015, with the changes made by the order of the Ministry of Agriculture of the Russian Federation of July 13, 2016 No. 295 "About modification of the Administrative regulations of Federal Agency for Fishery on provision of the state service in the conclusion of contracts for performance of works on artificial reproduction of water biological resources approved by the order of the Ministry of Agriculture of the Russian Federation of July 9, 2015 No. 290" (registration No. 43176), according to appendix is registered by the Ministry of Justice of the Russian Federation on August 9, 2016.

Appendix

to the Order of the Ministry of Agriculture of the Russian Federation of May 7, 2018 No. 197

The changes made to the Administrative regulations of Federal Agency for Fishery on provision of the state service in the conclusion of contracts for performance of works on artificial reproduction of water biological resources approved by the Order of the Ministry of Agriculture of the Russian Federation of July 9, 2015 No. 290

1. Be reworded as follows Item 2:

"2. Applicants are the legal entities and individual entrepreneurs planning performance of works on artificial reproduction of water bioresources.".

2. Add with Item 3.1 of the following content:

"3.1. In the federal state information system "Single Portal of the State and Municipal Services (Functions)" the following information is placed:

a) the exhaustive list of the documents necessary for provision of the state service in the conclusion of contracts for performance of works on artificial reproduction of water bioresources, requirements to execution of the specified documents;

b) circle of applicants;

c) the term of provision of the state service in the conclusion of contracts for performance of works on artificial reproduction of water bioresources;

d) results of provision of the state service in the conclusion of contracts for performance of works on artificial reproduction of water bioresources, procedure for provision of the document which is result of provision of this state service;

e) the exhaustive list of the bases for suspension or refusal in provision of the state service in the conclusion of contracts for performance of works on artificial reproduction of water bioresources;

e) about the applicant's right to pre-judicial (extrajudicial) appeal of actions (failure to act) and the decisions made (performed) during provision of the state service in the conclusion contracts for performance of works in artificial reproduction of water bioresources;

g) the application form used by provision of the state service in the conclusion of contracts for performance of works on artificial reproduction of water bioresources.

Information in the federal state information system "Single Portal of the State and Municipal Services (Functions)" on procedure and terms of provision of the state service in the conclusion of contracts for performance of works on artificial reproduction of water bioresources based on the data containing in the federal state information system "Federal Register of the State and Municipal Services (Functions)" is provided to the applicant free of charge.

The information access about terms and procedure for provision of the state service in the conclusion of contracts for performance of works on artificial reproduction of water bioresources is performed without accomplishment by the applicant of any requirements, including without use of the software which installation on technical means of the applicant requires the conclusion of license or other agreement with the owner of the software providing collection of payment, registration or authorization of the applicant, or provision of personal data by it.".

3. In Item 17:

a) add with paragraphs the thirteenth and fourteenth the following content:

"the order of the Government of the Russian Federation of March 26, 2016 No. 236 "About requirements to electronic submission of the state and municipal services" (The Russian Federation Code, 2016, No. 15, the Art. 2084);

the order of the Government of the Russian Federation of December 12, 2012 No. 1284 "About assessment by citizens of efficiency of activities of heads of territorial authorities of federal executive bodies (their structural divisions) and territorial authorities of state non-budgetary funds (their regional departments) taking into account quality of provision of the state services by them, and also about use of results of the specified assessment as the basis for decision making about early termination of execution by the corresponding heads of the job responsibilities" (The Russian Federation Code, 2012, No. 51, Art. 7219; 2015, No. 11, Art. 1603; No. 40, Art. 5555; 2016, No. 48, Art. 6765; 2017, No. 15, Art. 2235; 2018, No. 15, Art. 2161);";

b) the thirteenth and fourteenth to consider paragraphs paragraphs the fifteenth and sixteenth respectively.

4. In Item 18:

a) to add paragraph two after the words "state registration number" with the words "or number of record about accreditation (when implementing activities of branch, representation of the foreign legal entity)";

b) add with the paragraph of the following content:

"In case of signing of the statement on behalf of the applicant by the authorized person, also submits the document confirming powers on implementation of actions on behalf of the applicant.".

6. Add Item 22 with the subitem "v" of the following content:

7. Add with Item 23.1 of the following content:

"23.1. The official of Rosrybolovstvo (territorial authority of Rosrybolovstvo) has no right to refuse documents acceptance, specified in Item 18 of Regulations if the specified documents are filed according to information on terms and procedure for provision of the state service published in the federal state information system "Single Portal of the State and Municipal Services (Functions)" in the absence of the bases for refusal in documents acceptance specified in Items 22 and 23 of Regulations.".

8. In the subitem "d" of Item 26 of the word "Item 75 of Regulations" shall be replaced with words "Item 74 of Regulations".

9. Add with Item 26.1 of the following content:

"26.1. The refusal in provision of the state service is not allowed if the documents specified in Item 18 of Regulations are submitted according to information on terms and procedure for provision of the state service, including in the absence of the bases for refusal in provision of the state service, stipulated in Item 26 Regulations published in the federal state information system "Single Portal of the State and Municipal Services (Functions)".".

10. Add Item 34 with the paragraph of the following content:

"For the purpose of informing citizens on possibility of their participation in efficiency evaluation of activities of officials of Rosrybolovstvo (territorial authority of Rosrybolovstvo) taking into account quality of provision of the state service by it indoors where the state service is provided, information materials about possibility of participation of citizens in quality evaluation of provision of the state service are placed.".

11. Add with Item 39.1 of the following content:

"39.1. By provision of the state service electronically by means of the federal state information system "Single Portal of the State and Municipal Services (Functions)" opportunity is provided to the applicant:

a) receipts of information on procedure and terms of provision of the state service;

b) making an appointment in Rosrybolovstvo (territorial authority of Rosrybolovstvo) for filing of application;

c) forming of the statement;

d) acceptance and registration by Rosrybolovstvo (territorial authorities of Rosrybolovstvo) of the statement;

e) receipts of data on the course of consideration of the application;

e) implementation of quality evaluation of provision of the state service;

g) pre-judicial (extrajudicial) appeal of decisions and actions (failure to act) of Rosrybolovstvo (territorial authority of Rosrybolovstvo) providing the state service and his officials".

12. State Item 41 in the following edition:

"41. When forming the statement electronically with use of the federal state information system "Single Portal of the State and Municipal Services (Functions)" opportunity is provided to the applicant:

a) copyings and preserving statement;

b) seals on paper copies of the electronic application form;

c) preserving the values which are earlier entered into the electronic application form at any time at the request of the user, including in case of errors of input and return for repeated input of values to the electronic application form;

d) fillings of fields of the electronic application form prior to input of data by the applicant with use of the data placed in the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically" (further - single system of identification and authentication), and the data published in the federal state information system "Single Portal of the State and Municipal Services (Functions)", in the part concerning the data which are absent in single system of identification and authentication;

e) return on any of stages of filling of the application form without loss of earlier entered information;

e) access for the applicant in the federal state information system "Single Portal of the State and Municipal Services (Functions)" to the applications which are earlier submitted by it within at least one year, and also to partially created statements - within at least 3 months.

Models of filling of the electronic application form are placed in the federal state information system "Single Portal of the State and Municipal Services (Functions)" and on the official site of Rosrybolovstvo (territorial authority of Rosrybolovstvo).".

13. Add with Item 41.1 of the following content:

"41.1. Under the organization of making an appointment in Rosrybolovstvo (territorial authority of Rosrybolovstvo) by means of the federal state information system "Single Portal of the State and Municipal Services (Functions)" opportunity is provided to the applicant:

acquaintance with the schedule of work of Rosrybolovstvo (territorial authority of Rosrybolovstvo) or the official of Rosrybolovstvo (territorial authority of Rosrybolovstvo), and also with dates and intervals of time of acceptance, available to making an appointment;

records in any date and time, free for acceptance, within established in Rosrybolovstvo (territorial authority of Rosrybolovstvo) of the schedule of acceptance of applicants.

When implementing making an appointment Rosrybolovstvo (territorial authority of Rosrybolovstvo) has no right to demand from the applicant of making of other actions, except passing of identification and authentication according to regulatory legal acts of the Russian Federation, specifying of the purpose of acceptance, and also provision of the data necessary for calculation of duration of time frame which needs to be reserved for acceptance.

Making an appointment can be performed by means of information system of Rosrybolovstvo (territorial authority of Rosrybolovstvo) which provides ability to integrate with the federal state information system "Single Portal of the State and Municipal Services (Functions)" and the official site of Rosrybolovstvo (territorial authority of Rosrybolovstvo), and also on telephone numbers for enquiries of Rosrybolovstvo (territorial authority of Rosrybolovstvo).".

14. To state the name of the Section III in the following editorial office "Structure, Sequence and Terms of Accomplishment of Ministerial Procedures (Actions), Requirements to Procedure for Their Accomplishment, including Feature of Accomplishment of Ministerial Procedures (Actions) Electronically".

15. In Item 44:

a) to state paragraph two of Item 44 in the following edition:

"The statement specified in Item 18 of Regulations is submitted in Rosrybolovstvo (territorial authority of Rosrybolovstvo) not later than 2 months prior to implementation of works on artificial reproduction of the water bioresources specified in the statement.".

b) add with paragraphs the third and fourth the following content:

"In case of the direction of the statement specified in Item 18 of Regulations, electronically by means of the federal state information system "Single Portal of the State and Municipal Services (Functions)", acceptance and registration of a statement, specified in Item 18 of Regulations it is provided without the need for additional filing of application, the Regulations specified in Item 18, in any other form.

Formatno-logichesky verification of the created statement specified in Item 18 of Regulations is performed automatically after filling with the applicant of each of fields of electronic form. In case of identification of incorrectly filled field of the electronic application form specified in Item 18 of Regulations, the applicant is notified on nature of the revealed mistake and procedure for its elimination by means of the information message directly electronically of the statement.".

16. State Item 46 in the following edition:

"46. In case of submission of the statement by means of the federal state information system "Single Portal of the State and Municipal Services (Functions)" the applicant is told the unique number assigned to the statement according to which information on the course of consideration of the application will be provided to the applicant in appropriate section of the federal state information system "Single Portal of the State and Municipal Services (Functions)".

After adoption of the application submitted by means of the federal state information system "Single Portal of the State and Municipal Services (Functions)", the official responsible for provision of the state service, the status of the statement in personal account in the federal state information system "Single Portal of the State and Municipal Services (Functions)" is updated to the status it "is accepted".".

"85.1. For the purpose of detection of opinion of the applicant on quality of provision of the state service the applicant is informed on opportunity to estimate quality of provision of the state service according to Rules of assessment by citizens of efficiency of activities of heads of territorial authorities of federal executive bodies (their structural divisions) and territorial authorities of state non-budgetary funds (their regional departments) taking into account quality of provision by them of the state services, and also use of results of the specified assessment as the basis for decision making about early termination of execution by the corresponding heads of the job responsibilities approved by the order of the Government of the Russian Federation of December 12, 2012 No. 1284".

18. In Item 87:

"8) violation of term or procedure for issue of documents by results of provision of the state service;
