Make changes to Administrative regulations of execution of the state function by the Ministry of Justice of the Russian Federation on control of compliance of activities of non-profit organizations to the authorized purposes and tasks, branches and representative offices of the international organizations, foreign non-profit non-governmental organizations to stated purposes and tasks, and also behind observance of the legislation of the Russian Federation by them, No. 456 approved by the order of the Ministry of Justice of the Russian Federation of December 30, 2011 (registration No. 22975) is registered by the Ministry of Justice of the Russian Federation on January 19, 2012, with the changes made by orders of the Ministry of Justice of the Russian Federation of December 9, 2015 No. 278 (registration No. 40429) is registered by the Ministry of Justice of the Russian Federation on December 31, 2015, of May 31, 2016 No. 123 (it is registered by the Ministry of Justice of the Russian Federation on June 8, 2016, registration No. 42455) and of December 30, 2016 No. 330 (it is registered by the Ministry of Justice of the Russian Federation on April 14, 2017, registration No. 46374), according to appendix.

In Administrative regulations of execution of the state function by the Ministry of Justice of the Russian Federation on control of compliance of activities of non-profit organizations to the authorized purposes and tasks, branches and representative offices of the international organizations, foreign non-profit non-governmental organizations to stated purposes and tasks, and also behind observance of the legislation of the Russian Federation by them, No. 456 approved by the order of the Ministry of Justice of the Russian Federation of December 30, 2011:
1) in Item 2:
in paragraph one of the word "and legal acts" to exclude;
add with the new paragraph the thirtieth the following content:
"The Federal Law of February 22, 2014 No. 20-FZ "About elections of deputies of the State Duma of Federal Assembly of the Russian Federation" (The Russian Federation Code, 2014, No. 8, the Art. 740, No. 48, Art. 6636; 2015, No. 29, Art. 4357, Art. 4398, No. 41, Art. 5641; 2016, No. 7, Art. 917, No. 11, Art. 1492, Art. 1493, No. 15, Art. 2054; 2017, No. 1, Art. 15, Art. 46, No. 25, Art. 3596);";

The subitem 4 of Item 3 to state 2) in the following edition:
"4) observance by the religious organizations of the legislation of the Russian Federation on liberty of conscience, religious liberty and about religious associations, and also the purposes and the procedure for activities provided by their charters when implementing federal state supervision of activities of the religious organizations;";
3) the subitem 5 of Item 6 after words of "political parties" to add with words ", and also in cases, the stipulated in Article 7 Federal Laws of July 25, 2002 No. 114-FZ "About counteraction of extremist activities", -";

5) in the subitem 2 of Item 12 of the word "the charter concerning the purposes and procedure for activities, and also compliance of activities of the religious organizations, including for expenditure of money and to use of other property, the purposes provided by their constituent documents and the legislation of the Russian Federation" shall be replaced with words "legislations of the Russian Federation on liberty of conscience, religious liberty and on religious associations, and also the purposes and the procedure for activities provided by their charters when implementing federal state supervision of activities of the religious organizations";
The paragraph third Item 14 to state 6) in the following edition:

"Information on generalization of practice of implementation of the state control (supervision) of activities of non-profit organizations, including with indication of the most often found cases of violations of mandatory requirements of the legislation of the Russian Federation with recommendations for measures which shall be accepted by non-profit organizations for the purpose of non-admission of such violations is posted on the official sites of the Ministry of Justice of the Russian Federation (territorial authorities) (at least once a year).";
11) in Item 28:
in the paragraph the second words of "the annual plan of checks" to replace with the word of "Plan";
the fifth to add the paragraph with words ", part 11 of article 74 of the Federal Law of 22.02.2014 No. 20-FZ "About elections of deputies of the State Duma of Federal Assembly of the Russian Federation";
add with the new paragraph the eighth the following content:
"receipt in authorized body of the statement from the non-profit organization included in the register of the non-profit organizations performing functions of the foreign agent about exception of this non-profit organization of the specified register in connection with the termination of activities by it as the non-profit organization performing functions of the foreign agent.";
to consider the paragraph of the eighth the paragraph the ninth and to state in the following edition:
"The appeals to central office (territorial authority) which are not allowing to establish them authors and also the addresses and statements which are not containing data on the facts of violation of the legislation of the Russian Federation by non-profit organization in the field of its activities and (or) about availability in its activities of signs of extremism cannot form the basis for carrying out unscheduled inspection. Addresses and applications directed by the applicant in the form of electronic documents can form the basis for carrying out unscheduled inspection only under condition if they were directed by the applicant with use of means of the information and communication technologies providing obligatory authorization of the applicant in single system of identification and authentication.";
12) in Item 29:
the paragraph one to state in the following edition:
"29. The check included in the Plan approved by the Minister of Justice of the Russian Federation or the deputy minister of justice of the Russian Federation to whose competence on distribution of obligations questions of state registration of non-profit organizations and control of their activities, the chief of territorial authority are carried is planned.";

Data on the changes made to the Plan go within three working days from the date of their entering into relevant organ of prosecutor's office on paper (with application of a copy in electronic form) the registered mail with the assurance of receipt or in electronic form, signed by the digital signature, and also are posted on the official site of the Ministry of Justice of the Russian Federation (territorial authority) and information stands in places, available to acquaintance, within five working days from the date of modification.";
The paragraph third Item 33 to add 13) with words "(supervision), and also type of the state control (supervision)";
14) in Item 42:
the paragraph one to state in the following edition:
"42. The signed notification goes non-profit organization the registered mail with the assurance of receipt not later than three working days prior to conducting check (in case of carrying out unscheduled inspection - at least in twenty four hours) and (or) by means of the electronic document signed by the strengthened qualified digital signature and sent to the e-mail address of non-profit organization if such address contains in the Unified State Register of Legal Entities or earlier was provided by non-profit organization to central office (territorial authority), or other available method.";

To add 15) with Item 50.1 of the following content:
"50.1. If conducting scheduled or unscheduled exit inspection was impossible due to the lack of the head or other official of non-profit organization, or in connection with the actual non-realization of activities by non-profit organization, or in connection with other actions (failure to act) of the head or other official of non-profit organization which entailed impossibility of conducting check, the official of central office (territorial authority) draws up the statement of impossibility of conducting the corresponding check with indication of the reasons of impossibility of its carrying out. In this case the central office (territorial authority) within three months from the date of creation of the act of impossibility of conducting the corresponding check has the right to make the decision on carrying out on such non-profit organization of scheduled or unscheduled exit inspection without entering of scheduled inspection into the Plan and without prior notice non-profit organization.";
Item 52 to add 16) with the offer of the following content: "The non-profit organization has the right to submit the documents specified in request in the form of the electronic documents signed by the strengthened qualified digital signature.";
Item 55 to add 17) with the paragraph of the following content:
"When conducting exit check it is forbidden to demand from non-profit organization of submission of documents and (or) information which was provided by it during conducting documentary check.";
Item 59 to add 18) with the paragraph of the following content:
"In the presence of the consent of the checked non-profit organization to interaction implementation electronically within the state control (supervision) the inspection statement can be directed in electronic form, signed by the strengthened qualified digital signature of person who drew up the statement, to the head, other official or the authorized representative of non-profit organization. At the same time the act directed in electronic form, signed strengthened by the qualified digital signature of person who drew up this statement the checked non-profit organization by the method providing assurance of receipt of the specified document is considered received by the checked non-profit organization.";
The paragraph third Item 61 after words "register of checks" to add 19) with words "(in case of its availability at non-profit organization)";
20) Item 62 after the words "About Public Associations"," to add with words "Federal Law "About Liberty of Conscience and about Religious Associations"";
