About additional measures for streamlining of acquisition, use and alienation of automotor-vehicles
For the purpose of further streamlining of acquisition, use and alienation of automotor-vehicles and their registration, ensuring protection of the rights and legitimate interests of citizens and legal entities in case of transactions with automotor-vehicles, and also strengthenings of measures for crime prevention and strengthenings of law and order the Cabinet of Ministers decides:
1. Assign to management of the Ministry of Justice and Ministry of Internal Affairs of the Republic of Uzbekistan the personal responsibility on providing established procedure of execution of powers of attorney and transactions with automotor-vehicles, strict observance of statutory rules.
In case of identification of violations of established procedure to make guilty officials responsible, up to criminal.
2. Determine that since December 1, 2008:
the notarial certificate notaries of powers of attorney on right to use and (or) orders, agreements of alienation (purchase and sale, exchange, donation, rent), lease, free use, pledge, leasing of automotor-vehicles is performed only on the stamp (special) forms of the strict reporting having degree of protection, series, sequence number and territorial code, made by GPO "Davlat of Belgisa";
notarially certified agreements of alienation are subject to registration, and the power of attorney on right to use and (or) orders and lease agreements, pledge, leasing - registration in bodies of GSBDD of the Ministry of Internal Affairs of the Republic of Uzbekistan.
3. Determine that earlier issued powers of attorney on right to use and orders by automotor-vehicles are subject to renewal on remaining period of action according to this resolution.
To provide to the Ministry of Justice and the Ministry of Internal Affairs of the Republic of Uzbekistan renewal of the specified powers of attorney till January 1, 2007 without collection of the state fee.
In case of non-presentation of powers of attorney on renewal they since January 1, 2007 are considered as invalid.
