"3) limiting establishment of the amount of payment for carrying out technical inspection according to this Federal Law and control of observance of the established extreme size;";

b) add with item 4 of the following content:

"4) control of observance of the amount of payment for issue of the duplicate of the diagnostic card established according to this Federal Law.";

Item 2 of Article 14 to state 4) in the following edition:
