Bring in item 4 of article 13 of the Federal Law of July 24, 1998 No. 124-FZ "About basic guarantees of the rights of the child in the Russian Federation" (The Russian Federation Code, 1998, No. 31, Art. 3802; 2004, No. 35, Art. 3607; No. 52, Art. 5274; 2007, No. 27, Art. 3213; 2013, to No. 27, the Art. 3477) change, having stated it in the following edition:
"4. If the state or municipal organization forming social infrastructure for children leases, transfers the property objects assigned to it to free use, shall precede the conclusion of the lease agreement and the agreement of free use, stipulated in Item 2 these Articles, assessment of effects of the conclusion of such agreements which is carried out by the founder according to the procedure for ensuring life activity, education, development, rest and improvement of children, rendering medical care, prevention of diseases to them at children, their social protection and social servicing.
The lease agreement and the agreement of free use cannot be signed if as a result of the carried-out assessment of effects of their conclusion the possibility of deterioration in the conditions specified in paragraph one of this Item is established.
The requirement about evaluating effects of the conclusion of the agreement of free use specified in paragraph one of this Item does not extend to the case specified regarding 3rd article 41 of the Federal Law of December 29, 2012 to No. 273-FZ "About education in the Russian Federation".".
