About measures for radical enhancement of activities of the State committee of the Republic of Uzbekistan for geology and mineral resources

For the expired period in the republic the purposeful realization of number of complex measures for increase in efficiency of use and protection of subsoil, to ensuring rational use of mineral raw material resources, and also creation of conditions for the organization of modern industrial production in regions is enabled.

The single geological service on carrying out state policy in the field of complex geological studying of subsoil, effective program implementation of development and reproduction of mineral resources for long-term outlook is created.

At the same time, studying of actual situation testifies to availability of the system problems which are negatively influencing ensuring rational use and stock gain of minerals, and also indicators of investment appeal in this sphere, in particular:

first, there is no accurate mechanism of realization of powers of the geological organizations in the field of rational use and protection of subsoil in view of implementation of similar functions by other monitoring bodies therefore in case of development of fields factors of space arrangement of minerals and perspective of their further detection are not considered;

secondly, the organizational and regular structure of the geological organizations does not allow to mobilize the available resources for providing complete scope of facilities for production of minerals and rational use of mineral raw material resources, and also effective control of use of subsoil;

thirdly, sites of works and activity between the State committee of the Republic of Uzbekistan on geology and mineral resources and its structural divisions are not concretized that becomes the reason of irrational task allocation and implementation of duplicative functions;

fourthly, insufficient implementation of modern information and communication technologies in activities of the geological organizations does not provide the necessary level of transparency and efficiency when rendering the state services, effective interdepartmental interaction concerning use and protection of subsoil;
